Paxster electric vehicles

Dear New Zealand Transport Agency,

I wish to purchase some Paxster vehicles to deliver mail between sites close to a main campus but have been told that only the post office can use these on a road. If I ensure a competent training programme and standard operating procedure for drivers and ensure all are driven by suitably licenced operators how would I go about getting approval?

Thanks for your email.

Paxters are not acceptable for use on NZ roads, the exemptions were
granted to NZ post only because they met a range of requirements and are
not allowed to on sell them. If they are on sold, the exemption would no
longer apply.

Currently the exemption does not apply to any other paxters that are
imported. The current standards remain in place for any other paxters
should they be imported. This means that you would be unable to obtain
certification and use the paxters on the road.

Can you tell me what the specific requirements were that NZ Post had to meet?

If my organisation was able to demonstrate the same or better controls and requirements compared to NZ Post is there any reason why an exemption would not be granted?
