3 Waters - Funding - Evidence of Operational Efficiencies
Micky Turner made this Official Information request to Nanaia Mahuta
The request was partially successful.
From: Micky Turner
Dear Nanaia Mahuta,
Can you please provide the following information/documentation:
1. How Three Waters will be funded
2. Evidence of 'Operational Efficiencies' for each proposed Three Waters entity (detailed 30 year forecast for each entity)
3. Evidence of how the areas you have chosen to include in each entity create 'Operational Efficiencies'
(particularly how having Entity C split between the two islands would achieve lower costs)
4. Actual detailed cost forecasts for each individual city council over 30 years without Three Waters reforms.
Yours faithfully,
Micky Turner

Tçnâ koe,
On behalf of Hon Nanaia Mahuta, thank you for your email. Please accept
this as acknowledgement that your email has been received by my office.
While the Minister considers all correspondence to be important, and all
messages are carefully read and considered, it is not always possible to
personally reply to all emails. As such, the following guidelines apply:
· Invitations and meeting requests will be processed as soon as
possible and a staff member will be in contact with you in due course
· All media queries will be responded to by a staff member
· Requests for official information will be managed in accordance
with the provisions of the Official Information Act 1982, which may
include transfer to a more relevant Minister or agency
· If your email falls outside of the Minister’s portfolio
responsibilities, expresses a personal view, or is copied to multiple
Members of Parliament, then your opinion will be noted and your
correspondence may be transferred to another office, or there may be no
further response to you
Thank you for the taking the time to write.
Nga mihi,
Office of Hon Nanaia Mahuta

Kia ora Micky,
Thank you for your OIA requests. For ease, your requests will be combined
into one response. I’m just following up to clarify a couple of points.
Can you confirm that in relation to this point:
“1. All written communication between yourself & Deloitte regarding Three
Waters.
Of particular interest is communication regarding this report:
[1]https://www.dia.govt.nz/diawebsite.nsf/F...
That you are only after communication between Minister Mahuta and Deloitte
in relation to that report? Additionally, can you provide the link again?
It didn’t come through properly over email so it’s unclear what you’re
referring to.
Secondly, your request for (since 2017):
“2. All written communication between yourself & others regarding Three
Waters.”
Is likely to be too large. Collating all written communications the
Minister has had on Three Waters in 2017-2022 would likely warrant a
refusal under section 18(f) of the Act, as the information requested
cannot be made available without substantial collation or research.
I am happy to assist in refining this request to meet due particularity so
that you can receive a helpful response. Is there any aspect of the Three
Waters reforms, or any stakeholder group, that you would consider refining
these communications to? Bearing in mind that this is a long time period
and the Minister receives a lot of correspondence on this topic.
Ngâ mihi
Fergus

Thanks Nathan and Nanaia,
I appreciate your commitment to transparency.
These documents give the New Zealand public some insight into what different interest groups expect or desire.
I haven't read through everything - but there doesn't appear to be anything too surprising at first glance.
I will send this OIA response to people who get paid (very well) to look into these things more closely (media and politicians).
Thanks for taking the time to compile the information!
Kindest regards - Micky Turner
