Dear New Zealand Police,

I request:
a) a list of New Zealand Adult Gangs/organizations/groups that have been recorded on the New Zealand National Gang List.
b) a list of entities/groups that have been defined as 'transnational crime groups'.
If these are tracked as separate types of groups internally, they should be provided as separate lists or with that additional data column included (preferably as a common electronic format for data of this nature, such as .csv, .txt, .xlsx etc).

I am explicitly _not_ requesting information about specific persons who may have been identified as members of such groups.

Further, I would suggest that concerns around the privacy of individuals could be satisfied by simply not providing the names of any groups which have been identified with only a single recorded member, however, if any such groups are recorded, I request an aggregate count of how many are recorded to exist. If New Zealand Adult Gangs are classified separately from transnational crime groups, I request that the count of 'single member' groups be separated between the two groupings.

I have been asked to advise you that Police requires an extension of time in which to respond to your request, pursuant to section 15A(1) of the Official Information Act 1982 (OIA). Specifically, section 15A(1)(b), consultations necessary to make a decision on the request are such that a proper response to the request cannot reasonably be made within the original time limit.

Police requires until 29 July 2022 to provide a substantive response to your request. We are endeavouring to provide this to you as soon as possible.

You have the right, under section 28(3) of the OIA, to make a complaint to an Ombudsman about this extension.

Thank you Julia,

Leaving aside the issue of TNOC groups, to ensure that my original question is fully answered, can I from your answer imply that there are no individuals listed on the National Gang List, over their involvement in New Zealand based adult gangs, except for members of those organizations which are listed in your response?

Or, does the Gang Intelligence Centre retain information on the National Gang List regarding members of groups other than those provided in the list in the response?

The workgroup that wrote your response has provided the following response
to your query.

 

The NGL only contains individuals that are members of the NZ Adult Gangs
listed in response to your first question. The GIC does not therefore
retain information on the NGL relating to members of other gangs. Such
information, however, may be held by other parts of Police. For
clarification, the information provided in response to you second question
relating to TNOC groups is not held by the GIC.
