Dear Bay of Plenty Regional Council,
I hope you are well. Please provide me the results of your latest staff morale / engagement / satisfaction survey with results broken down to at least "tier two" level. I believe from precedent that there are no grounds for withholding this information except for individual "verbatim comments". Examples include:

Can you also provide me the number of staff "full time equivalents" by month since January 2018 e.g. January 2019 100, February 2019 101 and so on.

Official Information and Meetings Act 1987 (LGOIMA) regarding 2021 Staff
Survey and 2018 to 2021 Staff Numbers which was received by the Bay of
Plenty Regional Council (Council) on 28 September 2021 and acknowledged by
Council on 29 September 2021 (Request).
Council has now made a decision on your Request.
Council has decided to provide the following information:
Latest staff survey
In 2019 BOPRC moved from using employee engagement surveys, to a
continuous involvement survey platform. This change came after input from
our people, who wanted the opportunity to provide feedback more frequently
and in a more flexible and meaningful way, so they could become involved
in continuously improving our organisational effectiveness.
In June 2021, we ran a customised all-staff baseline survey through the
platform. It included likert scale questions (strongly agree to strongly
disagree), with an overall average score of 74%. Refer to attached
document: “Toi Moana ‘AskYourTeam’ all-staff survey 2021 – Overall Results
and Tier 2”.
Number of staff - Full Time Equivalents (FTE)
Toi Moana BOPRC staff service the entire Bay of Plenty Region. We have
three office locations and service 130,000 ratepayers and 308,000
residents across the Bay of Plenty.
The number of staff FTE’s by month are as follows:
January 2018:
Permanent and Fixed term employees 375.042 FTE and 398 Headcount
Summer Student programme 8.307 FTE and 36 Headcount
Total 383.349 FTE and 434 Headcount
January 2019:
Permanent and Fixed term employees 386.0075 FTE and 407 Headcount
Summer Student programme 7.846 FTE and 34 Headcount
Total 393.854 FTE and 441 Headcount
January 2020:
Permanent and Fixed term employees 398.1815 FTE and 420 Headcount
Summer Student programme 9 FTE and 39 Headcount
Total 407.182 FTE and 459 Headcount
January 2021:
Permanent and Fixed term employees 444.034 FTE and 472 Headcount
Summer Assistant programme 7.153 FTE and 31 Headcount
Total 451.187 FTE and 503 Headcount
