Governance, Consolidation and Eliminations as referenced in the DHB’s Financial
Statements and Schedules.
DHB Funder Arm Is the dimension of the DHB that is responsible for funding health and disability
services, governance, and operational management of the DHB.
DHB Provider Arm Is that component of the DHB that refers to the Crown owned hospitals, related
facilities, and associated provision of health services.
DHB Governance
Is the component of the DHB that is responsible for the administration and supporting
services functions of the DHB.
Consolidation
In the context of financial accounting, the term consolidate often refers to the
consolidation of financial statements, where all subsidiaries report under the umbrella
of one overall parent or where the accounts are prepared for divisions within a
company or group.
Eliminations
Elimination refers to the process for removal of transactions between companies or
divisions included in a group in the preparation of consolidated accounts.

Non‐Health Board Providers are community based organisations contracted to
provide specific services to the DHB. These organisations are not owned by the DHB.
