Assessment Policy and Procedures
At its meeting of 30.07.18, Senate discussed and considered each clause of the Policy for which there were
concerns and the following changes were made to the recommendations of the Deputy Vice-Chancellor
(Academic):
Clause 9: To remove:
“and not by reference to the achievement of other students”
Clause 21: To add to the “note: where
plussage is employed, a minimum of 30% of the final grade must
be derived from coursework”:
“exceptions can be approved by the Associate Deans.”
The Assessment Procedures document would be reviewed together with the definitions the end of the Policy
at the Senate meeting of 24. September 2018.

of the Policy which includes the DVC(A)’s recommendations for altered wording based on the submissions
and the two changes mentioned above. (See item 8.1)

REVIEWS
1.
Review of the School of Medical Sciences
The Review Panel had identified a number of issues that the School needed to address:
As with the previous review, the Panel identified issues related to the distinctive identity
of the School and the consequential experience of students in the School;
The Report also mentioned the enhancement of recruiting of Māori and Pacific students
in the School. In the Implementation Plan the School noted a number of initiatives that
were currently being developed but that were not part of the review portfolio.
There were also recommendations regarding the School oversight of the teaching
curriculum. The School was teaching over a range of programmes and this might be
more challenging than in other schools or departments.
The Panel commended the School for its research and identified questions about
succession planning and the transitioning of fixed-term research staff into permanent
academic positions.
The Implementation Plan demonstrated the school’s progress on these issues.
Senate 30.07.18 recommends to Council that it receive: Review of the School of Medical
Sciences Review Report and Draft Implementation Plan

8. Regulation Amendment 2018/962: General Statutes and Regulations –
and Diplomas Statutes 1991
1. To update the Degrees and Diplomas Statute with new programmes that are being
submitted by the University of Auckland for approval to CUAP in 2018.
2. To delete some programmes from the Degrees and Diplomas Statute.
9. Regulation Amendment 2018/963: General Statutes and Regulations –
Conferment of Academic Qualifications and Academic Dress Statute 1992
1. To add regalia specifications to the Conferment of Academic Qualifications and
Academic Dress Statute for the Degrees of Bachelor of Global Studies, Master of
Dance Movement Therapy, Master of Education Practice, Master of Engineering
Project Management, Master of Health Practice, Master of Human Resource
Management.
2. To delete the following degrees from the Conferment of Academic Qualifications
and Academic Dress Statute: Bachelor of Architecture, Bachelor of Music

10. 2019 Programme Limitations
The following comments were made about the 2019 Programme Limitations
for Law:
The Dean of Law, along with all other Deans, had received a memorandum from the
Vice-Chancellor asking him to recommend programme limitations for 2019; The Dean
provided the 2019 Programme Limitations by the required deadline and this progressed
together with the recommendations from other Deans to Education Committee and
Senate in July 2018.
Some members of the Faculty of Law noted that the proposed number for the intake in
Part 2 Law (410) included an increase of 30 students compared to 2018. In 2017 an
additional 50 students had been admitted into Part 2 Law. The current increase had been
submitted to Senate a working day after submissions to the Vice Chancellor closed on
the Dean’s draft 10-Year Academic Plan for the Faculty of Law. Some members expressed
concern that the approval of the proposed number would be premature, as they were of
the opinion that the Vice-Chancellor did not have the time to consider the results of the
consultation.
The Vice-Chancellor responded that he had read all the 44 submissions on the 10-Year
Academic Plan for the Faculty of Law:
The 44 submissions included 5 or 6 from professional staff members
23 Submissions were largely in favour of the Plan and recognised there were benefits
from a further growth in student numbers provided it was managed appropriately; of
these 23, 5 submissions were explicit in stating that the Plan was not sufficiently
ambitious with regards to growth rate.
8 Submissions were strongly opposed to the Plan and in particular to the proposed growth
in student numbers.
13 Submissions were neutral with regards to the Pan and mentioned both its advantages
and disadvantages.
The Vice-Chancellor added that the proposed increase in intake into Part 2 Law was not
inconsistent with the diversity of views in the submissions on the 10-Year Academic Plan.
Some members from the Faculty of Law argued that the proposed limitations could
not be proposed by the Dean and needed to be discussed by the Faculty, as they
were of the opinion that this was not solely a resource matter but also included an
intrinsic academic aspect. However, other deans stated that the Programme

Limitations were always proposed by the Dean and then submitted to Education
Committee; they were never discussed by the Faculty.
The Vice Chancellor noted that programme limitations are sought in response to the
Limitation of Entry Statute 1991 which states in clause 2 “Where the Council is
satisfied that it is necessary to do so because:
a students cannot be allocated places in appropriate lecture rooms or laboratories
at times when they can reasonably be expected to attend
or
b the number of teaching staff does not ensure all students expected to seek a
place in a particular programme or course can be adequately taught;
there shall be deemed to be an insufficiency of accommodation or of staff.”
The Deans were asked to consider the intent of the limitations which was that
students should be allowed into the University unless limitations on resources
applied. The fact the limitations at this point might permit an increase in numbers did
not preclude further changes following from the 10-Year Academic Plan.
