Request for information OIA 2018-148
I refer to your request for information dated 27 July 2018, which was received by Greater
Wellington Regional Council (GWRC) on 27 July 2018. You have requested the following
information:
“Please, can I please have the passenger numbers on metlink buses at the point they tag-on,
by half-hour time slots, for two periods.
The first period is Sunday the 1 July 2018 to Saturday the 14 July 2018.
The second period is Sunday the 15 July 2018 to Saturday the 28 July 2018.
In the second period, I would like the data two ways, 1) I would like a passenger count for all
tag-ons, irrespective of if they are transferring passengers and 2) I would like a count for all
passengers excluding passengers who are transfers.
Further, I would like that broken down by type of fare paid - snapper-adult, snapper-child,
snapper-student, snapper-disability, cash and gold card (plus any other fare types not listed so
far).
Finally, I would like that further broken down by route number.”
GWRC’s response follows:
Patronage information for Sunday 1 July 2018 to Saturday 14 July 2018
Patronage information for this time period is held by NZ Bus for their purposes. We are not
able to provide detailed patronage information for this time period as the data is considered by
NZ Bus to be commercially sensitive. This information is therefore being withheld from you
in accordance with section 7(2)(b)(ii) of the Local Government Official Information and
Meetings Act 1987 (the Act) on the ground that withholding is necessary as release would be
likely to unreasonably prejudice the commercial position of a person who supplied or is the
subject of the information.
RESPONSE TO OIA 2018-148
We have considered whether the public interest in the requested information outweighs
GWRC’s need to withhold the requested information. As a result, we do not consider that the
public interest outweighs GWRC’s reasons for withholding the information under the grounds
identified above.
Patronage information for Sunday 15 July 2018 to Saturday 28 July 2018
Patronage information supplied to GWRC for this time period is currently in a raw state that
would require extensive processing to provide the data breakdowns that you have requested.
Therefore, this information is being withheld from you in accordance with section 17(f) of the
Local Government Official Information and Meetings Act 1987 (the Act) on the ground that
the information requested cannot be made available without substantial collation or research.
The latest patronage information available for the time period you requested is included in the
GWRC Sustainable Transport Committee report titled
