Hi David - I have received Gavin's report and I have a few issues to sort out (for example, I think you wanted a commentary from an urban
design perspective of which route options would fit best with the growth options, but you would not necessarily want them scored - I am

nervous about the black and whiteness of that approach). Before I go back to him, is there any update on the growth report for the Council?
The main issue is just to have this report aligned with the dates and numbers in the new Council report, which we understand goes out
another 10 years on a more firm basis than the current report.

David is away on leave and will not be back until tomorrow.
 
During the next round of O2NL engagement HDC will have the opportunity to provide feedback ACT
on some options to the East of Levin (Likely N4,5 and N9).  Council would like to have an
independent report that can inform any discussions between Officers, Elected Members and
Community (Not all will agree) when it comes time to make a decision on the best overall
corridor for the Expressway Alignment and subsequent submission.  The issue is slightly
complicated by the potential for additional urban development being investigated East of
Arapaepae Road and public awareness of this.
 
Suggest that Isthmus get underway with a simple update of the report to include N9.  Will
confirm any additional requirements with David and advise by the end of this week.

I had hoped to have completed my review of the latest version of the Growth Strategy so I could
pass that on to you this week.  That is going to require a few more edits which I won’t get done
today.

In the meantime please find attached the version we shared earlier in the year.  What has
changed since then is that the Strategy is now focussing out to 2040.  Council got some revised
Growth Projections and adopted those in July this year for its growth planning work so that has
tweaked a few numbers in the report.  Also in discussion with some of the communities and also
as we complete our investigation of the growth areas we are likely to be making some changes
to some of the growth areas (Levin, Manakau, Foxton and new area for Tokomaru).
 
The map on page 47 shows some additional industrial land for Levin on the south side of Tararua

Road.
 
Looks like we are catching up next week so can discuss some of the changes then.

Hi David - At some stage I think you might have made available the Boffa report on growth options. I
can't actually find it on my system, but in any case I think there have been some updates and
changes in direction. Is it possible to provide any documentation at the moment that helps us
understand the current thinking?
We are also keen to know about whether the Council has included any additional areas for
business/industrial growth in the district beyond what is in the District Plan?

We need to make sure we have made appropriate provision for futrue growth in the updated traffic
modelling.
Could you let me know on both counts - if it's easier, just give me a call on 021665155.
