Requirements for NZFS LMR allocation
All NZFS LMRs wil :
  be allocated only for operational purposes
  be located within the coverage of the shared radio network
Information
  be operated only by users that meet all security vetting criteria
  fitted with a locking device to disable it and prevent unauthorised use, if a vehicle may
be used by a third party (for example, council pool vehicles, or vehicles to which the
user’s family have access)
  comply with Land Transport Safety Authority (LTSA) requirements, if the radio is being

installed in a vehicle (as wil  the vehicle).
There are two types of allocation, discussed in more detail below:
  automatic allocation
the
  allocation by application.

Automatic allocation
under
The following vehicles qualify for automatic allocation of NZFS LMRs:
  NZFS Fire Region Managers and Assistant Fire Region Managers
  NRFA Rural Fire Managers
  NZFS operational appliances (for example, pumps, PRTs, specialist vehicles)
  NRFA approved fire response vehicles
  RFA operational appliances
  appliances belonging to registered industrial fire brigades

Allocation by application
The following may qualify for the allocation of an NZFS LMR on application:
  NZFS CFOs’ and Deputy CFOs’ vehicles
  Rural Fire Authority Principal Rural Fire Officers (PRFOs)
  NZFS support vehicles that have an operational role (i.e. dual role vehicles)  1982
  other vehicles not automatical y qualifying for LMR (including appliances belonging to
unregistered industrial fire brigades).

Applications for NZFS CFOs and DCFOs, or Principal Rural Fire Officers wil  be considered
against the following criteria:
  operational need
  vehicle use:
-   command and control (vehicle must be fit ed with appropriate resources (maps,

boards, etc.) to comply )
-  management/monitoring/response
NZFS CFOs’ and DCFOs’ applications will also consider:
  the activity level of the district
  the resources of the district – appliances, personnel, stations.

Application approval criteria for NZFS dual role (support and operational) vehicles
the
Applications for the allocation of an LMR for NZFS support vehicles that have an operational
role (i.e. dual role) wil  be considered against the following criteria:
  there is an operational need
  the vehicle provides command or resource functions at the incident ground.

Note: Dual role must have an operational role included (for example, fire police/ operational
support and fire safety vehicles).
It does not include support vehicles with only non-operational roles (for example promotional
vehicles, H&S Officer vehicles, fire engineers’ vehicles, workshop vehicles, training vehicles,
planning officer vehicles, administration pool vehicles).

Application approval criteria for other vehicles not automatically qualifying for LMR
Applications for the allocation of LMR for other non-NZFS vehicles wil  be considered against
the following criteria:
operational need
user/s agreement  to comply with:
-  NZFS operational instructions
-  privacy issues
the vehicle provides support for the NZFS or the NZFS provides support for the vehicle
the vehicle may be turned out by the NZFS ComCen.
Application process
Application for the allocation of an LMR wil  be made by the appropriate Chief Fire Officer to the
Fire Region Manager of the region in which the vehicle is based.
In the case of volunteer rural fire forces, applications wil  be directed to the Rural Fire Manager.
The Fire Region Manager/Rural Fire Manager wil  decide whether or not to approve the
application, based on the criteria described in the section Application Criteria.
The applicant wil  be notified of the success or failure of an application.
When an application is declined, further applications for the same allocation wil  not be
considered unless the applicant can demonstrate a significant change in the operational
requirement.
The final decision to approve or decline an application installation lies with the Fire Regional
Manager/Rural Fire Manager.
After application approved
Gaining approval for the allocation of an NZFS LMR does not constitute financial approval for
the supply and installation of a radio. The supply and installation of a radio to the vehicle is
subject to finance being available from the appropriate organisation.
