Explain that I wish to view the scene of the incident involving the injured horse.
We walk around the grounds and s 9(2)(a)
shows me where the animal was
during the event and where it was injured.
INFORMATION
I observe the damaged and tangled deer fencing at the north-western end of the
arena, adjacent to the large gate which the animals are let out of the arena once
they have been ridden. The subject explains that during the rodeo there are large
advertising signs attached over the deer fencing which gives the il usion of a solid
wal . Behind the deer fencing large steel wire ropes run horizontal y and are
attached to the main fence poles. These are there to prevent animals getting
through the fence. OFFICIAL
The subject shows me the procedure used in regard to where the animals are fitted
with the flank rope, let out into the arena and then where they go on completion of
the event to have the rope removed. They are also checked for any injuries if
required whilst they a
THE re in the narrow stock chute as this alows them to be
handled safely and efficiently. The subject states that she was not near this end of
the arena when the animal was injured and did not see what happened. She
believes the horse became entangled in the deer fencing near the exit gate as it was
being guided out of the arena by the “pick up” riders who are there to uplift the
rider if required and guide the animals out.

We discuss the running of the stock holding area and she states that she is
impressed with how calm the animals are after their events and how wel the

this is the first time an animal has been seriously injured or needed to be
euthanized. She also mentions that water and food is given to the animals during

the day and she is satisfied that there is sufficient water supplied throughout the
day.
I obtain a series of photographs of the scene in general and of the area that the

horse became entangled and injured its hoof.
We return to my vehicle and I record the comments from the subject in relation to
the incident;

STATES:
I was the duty vet for the rodeo that day, the 30th December 2015. My role was to
inspect the animals prior to the start of the event, around 11AM and be present
throughout the day and available if anything happens. We also inspect the animals
at the conclusion of the event if any are staying overnight. There were none this
year.
My main focus is the animal welfare. A welfare officer from the NZ Rodeo
Association watches for Code of Welfare compliance and checks
INFORMATION the facilities etc.
His role is to sort out any issues in these areas. I will also speak up if I see any
breaches or issues.
I had also spoken to s 9(2)(a)
of the Te Anau Rodeo club prior to
the event. We discussed the general running of the event from the animal
perspective.
In regard to the incident with the horse I did not actual y see it happen as I was at

the other end of the ground at the time. I was alerted to it and immediately went to
the animal holding area to check the horse. I believe it had kicked out and caught its
right rear hoof in the deer fencing near the exit gate. The horse had just completed
a bronco event. The pi
THE ckup riders had been guiding it out of the arena after picking
up the cowboy. I believe that this wil be when the horse got its leg caught.
The deer fencing along that side where the animals are kept has large advertising
signs attached. This also gives the illusion of a solid wall to the animals.
The injured horse was put into the handling chute to al ow the flank rope to be

removed. The injury was pointed out to me by the stock handlers. I observed that
the animal was settled and the only sign of an injury was that the horse held its foot
off the ground. It al owed me to touch it and did not become agitated when I did
so. The hoof wal had been completely pul ed off. This type of injury cannot be
treated.

I administered a sedative whilst the horse was stil in the handling chute and also a
local anaesthetic over the jugular vein. The horse was led to an adjacent pen. It
settled within seconds. I then administered the euthanasia injection. I verified that
ACT
the animal was dead then it was moved to another pen and covered with a
tarpaulin.
The fence around the arena is deer fencing with steel cables behind it, plus wire
mesh. However near the exit gate where the horse was injured there is only deer
fencing, no wire mesh. Wire mesh could possibly prevent this occurring again.

This is the first animal destroyed at this rodeo between us, or
that has sustained a serious injury
Before the event starts the animals are taken through the circuit 2-3 times so they
know the layout and where the exit gate is plus where the other
INFORMATION animals are being
held. They are reasonably calm before being ridden and calm down quickly
afterwards. The circuit animals especially the bul s are very calm. They are fed hay
whilst waiting for their event and are usual y laying down in a group ruminating.
They are pretty smart and know what is going on. You can be in the pens with them
and be safe although being bul s you do have to be cautious.
I am quite impressed with how settled the animals are general y when they come
back into the yards. It is normally easy to get the flank rope off. The horse in

question wasn’t panicked. Its feet were not rough. They are not shod but not
excessively long in the toe. They are al checked by us prior to the event. An animal
is not used if it has any problems. Anything too light or injured is rejected.

The horses used here may possibly do this rodeo and also the Invercargil event but
sometimes only this one. They have al been broken in but have been unable to be
trained sufficiently to be ridden normal y. When they are not at the rodeos they are
on the farm grazing for the rest of the year.

We discuss the incident and the club procedures in place. I can detect no issues or
breaches of the Code of Welfare.
I suggest that the club considers attaching the heavy wire mesh along the area that
currently only has deer fencing in place. Inform him that the vet believes that this
wil prevent any animal used at the rodeo from getting a leg caught in the fence.

into the fence after the pickup riders came in close to get the cowboy. He believes
they may have crowded the horse too much in this instance causing the animal to
step back and get caught in the fence. He states that the horses hoof went through
the join of the canvas advertising banners attached to the fence and gate. Normally
in the past these signs have been sufficient to keep the animals off but obviously it
didn’t work this time.
