Thank you for your email of 19 October requesting a copy of the draft Indicative Business Case (IBC) for the North 
West Rapid Transit Corridor, please find attached a copy of this document.   
Further technical work is still underway, including updated land use modelling results, which will be added to the IBC.  
The final IBC will be released publicly at this point.   
Public consultation was originally expected to have been undertaken in mid-2017 and also included in the IBC, but 
has been delayed for a number of reasons, included co-ordinating with overlapping NZTA project consultation, 
election period restrictions and uncertainty relating to government policy.    
Having considered a number of options, the draft IBC recommends a staged bus-based solution be investigated 
further, with the solution designed to meet the geometric requirements of light rail to enable transition to light rail in the 
future at some point. 
I trust the above information has addressed the matters raised however should you believe that AT has not responded 
appropriately to your request, you have the right in accordance with section 27(3) of the LGOIMA to make a complaint 
to the Office of the Ombudsman to seek an investigation and review in regard to this matter.
