[FYI request #6262 email] In response to your Official Information Act request of 23 July 2017 in which you requested:
“1) Why is Callaghan Innovation offering Better by Lean and Innovation IP programs when similar
programs are widely available in the New Zealand market?
[This means you are actively competing with the private sector for no apparent reason and crowding
out New Zealand businesses.]
2) How much money has been invested in Better By Lean and Innovation IP in the 2015, 2016 and
2017? What business did benefit? Please provide the list of beneficiaries.
3) What are the returns on these investments?”
Our responses are as follows:
1) Why is Callaghan Innovation offering Better by Lean and Innovation IP programs when similar
programs are widely available in the New Zealand market?
Callaghan Innovation offers a range of programmes including Better by Lean and Innovation IP to
help New Zealand businesses improve their ability to innovate successfully. We do not deliver these
programmes directly ourselves but approve service providers to deliver programmes to our business
customers on behalf of Callaghan Innovation. Service providers are selected in line with the
Government Rules of Sourcing and providers that are assessed as being competent and experienced
are offered an appointment to a panel of programme service providers. Callaghan Innovation
facilitates uptake of these programmes through its financial support, enabling a business to access
local services that a business may be unaware of, or find difficult to fully fund at a particular stage in
its development.
Callaghan Innovation periodically reviews the need for its programmes and will cease offering a
programme if innovative businesses know about and are able to access specific services in the local
market, as and when required, without the support we offer.
2) How much money has been invested in Better By Lean and Innovation IP in 2015, 2016 and
2017?

(a) Amounts for Better by Lean are inclusive of costs arising from the provision of co-funding to

educational workshops as well as programme operational expenses.
(b) Amounts for Innovation IP for 2015 and 2016 are inclusive of amounts already advised to
you in response to your OIA request of 12 June 2016.

Notes:
(a) A business participant beneficiary for a specific programme has been defined as a
business who has signed up to that programme with Callaghan Innovation and who may
or may not have already claimed financial support as at 30 June 2017.
(b) With respect to the Innovation IP programme, a listing of business beneficiaries up until
end of May 2016 has already been supplied to you in response to your OIA request of 12
June 2016. This information has not been duplicated in this current response.
3) What are the returns on these investments?
The amounts expended as reported in the answer to question 2 are not commercial investments
upon which a return on investment can be calculated whether on an individual business participant
basis or collectively.
