I have spoken to Zeean about the results and she will be providing you with a update and conclusion – which I gather is pretty much what she has already advised.

Are you able to advise the process for this moving forward please? If Wellington Water provide this investigation, what is the process for doing this?



Alternatively, if they want to investigate a wastewater detention tank, who do they discuss this with to get an idea of the maximum outflow volumes?



I note that we have absolutely no discretion over servicing. While the applicant has put this on hold voluntarily, we need to keep it moving forward. Its just a bit awkward that we gave them this feedback on day 18.

Sheryl has just advised me that WWL are responsible for the WW investigations, so investigations into an off-site solution would be picked up / funded by WWL – this still needs to be requested by the applicant and I don’t have an idea of timescale. The need for further investigations / WW mitigation is still subject to whether or not upgrade of these mains are identified on the WWL capital works programme.

For a development of this size we would typically expect the applicant to supply the investigations necessary to confirm suitability of the proposed off site SW and WW discharges.



WWL do hold a model for this area (as used to confirm the capacity issue). I understand that the accuracy of this is complicated by a number of pumping stations for which WWL have little information, so there are some gaps. Further work would be required to confirm the suitability of the model and to develop potential solutions. This would need to be driven by the applicant and I’m not sure about who would pay for this – presumably a contribution would be required from the applicant.



At this stage, without a steer from the applicant, I have not requested any further investigations, it may be that they choose to simply to look at an onsite solution.



The only thing I will do this morning is to check if WWL have any capital works planned in this area which would alleviate the capacity issues.

Thanks for your email.



Are you able to confirm that Wellington Water are undertaking further investigations into this? Or is it something that the applicant needs to fund/commission?



I have managed to get the applicant to agree to put this on-hold for the time being, but we need to keep them up to date with what’s happening. Particularly given we have no discretion on servicing as part of the resource consent process, so we are only trying to sort this out on the side of the RC process.

We spoke Friday regarding this one.



I’ve spoken with Sheryl this morning (via email). She has confirmed that:



· Further investigations are required to confirm the extent of the WW capacity issue and how this would be resolved.

· The developer is required to mitigate the impact of the increase in WW discharge, depending on the outcome of the investigation this might mean upsizing a length of undersize WW main or onsite WW storage with pumped discharge.

· Given the location of the proposed development an off-site solution might be complicated / costly to achieve and the applicant is advised to allow for WW storage and pumping.



The notes attach simply state that the system is under capacity and that mitigation works will be required.
