I spoke with you a couple of months ago in regards to the building consent for the above job. Which you helped us get through which was really appreciated.



After ringing the council, we have found out it is still on hold in regards to Resource Consent and we have located this email in our former colleague’s inbox which appears Peter may have spoken to you and Sheryl about it at the time.



We would like to get the resource consent approved if you could let me know if you / wellington water requires any further information this would be great. Please feel free to give me a call on the Mobile number below or email.



I know the retention tanks where not the most agreeable solution at the time, is this still the case? Or have they been accepted as the street main will be upgraded in 2019 I believe.

Hi Peter,



We’ve had an engineer assess our options for addressing the servicing problem at 79 Taranaki St, and he has offered a few alternatives for retention tanks. The most feasible so far is two tanks of 1.8m diameter, 2.0m high each, above ground and would like something like what I have attached here.



Now, the client has been told that the council mains will be upgraded anyway by 2019. So I’m wondering if this solution (as pictured) will have to spark resource consent even if it is temporary until the mains upgrades are taken care of.



We can put the tanks in the underground carpark, but it would mean creating difficult penetrations in the concrete structure, effecting external moisture compliance too. Above ground as shown, would be cheaper and far less complex of a solution, but we’d really like to avoid Resource Consent. Do you think this would be possible?

Further to our discussion today, there are a few things we will need further information on, or will have implications on your development. In this regard, please provide the following:



Wind:

As the proposed development includes additions to a building over 18.6metres, the provisions of District Plan Standard 13.6.3.5 apply.



Please include an assessment in your application against this standard. Please note, this may require advice and expertise by specialist wind experts.



Natural Light:

The District Plan sets a direction (through objectives and policies) that residential apartments shall be capable of achieving natural light provisions of the Building Act irrespective of future development on future sites. Please confirm that irrespective of surrounding development, that the proposed building will comply with such natural light provisions.



External Appearance:

Every floor has instances of internal walls or walls between units finishing against window openings of the existing building. In this regard:

· What impact does this have on the elevations/ what will the new external appearance look like?,

· how is it proposed to fire/ acoustically separate adjacent units? (as this may have implications of how thick these walls are, and how the building is viewed from the exterior of the building).



Servicing:

As discussed, the site investigations confirm the modelling result that the wastewater main is under capacity. Therefore, there are two options to address this

1) Upsize the public WW main in Taranaki Street – it is estimated that this may require 200-300m of upgrades,

2) Store WW flows on site and pump out during off peak hours.

Please investigate these options as they may have implications of the number and layout of apartments.



If you have any questions, please let me know. Please treat this as a request for further information pursuant to s92 of the RMA.
