As discussed the conditions I have drafted for this consent – that I hope will enable the consent to proceed, while the private wastewater retention and discharge system is being finalised:



The proposed redevelopment of 79 Taranaki Street from commercial to residential results in a significant increase in wastewater discharge. The existing downstream public wastewater system has been found to have insufficient capacity for the increased discharge.



a) The redeveloped site must be provided with a suitably sized, separate and direct connection to a public gravity stormwater system or approved outfall; at a location approved by the Wellington Water Land Development team. The reuse of a previous used lateral over 25 years old is not permitted.



b) The redeveloped site will need to serviced via a suitably designed and approved ( by the Wellington Water Land Development and Building Consent team’s) private wastewater retention and discharge system that will allow wastewater from the site to discharge only when there is capacity in the downstream network. If necessary the consent holder will need to apply for an amendment to the consent for the finalised design.



c) Construction plans of the proposed private wastewater retention and discharge system must be submitted to the Wellington Water Land Development team for approval, and all work is to be carried out in accordance with the approved plans and suitable standards. At the conclusion of the work, and prior to applicant for CCC, an as-built drawing and maintenance and operations manuals are to be presented for approval.



d) The redeveloped site will not be consented to discharge to the public wastewater system until the designed, approved and constructed private wastewater retention and discharge system is operational.



Even if the network was to be upgraded a private wastewater retention and discharge system will still be required for 2-5 years while the network was being upgraded.
