The WCC Southern Cycleway project includes the following statement:

"We commissioned a feasibility study to find the most efficient route through Island Bay for people on bikes. From this, we found that The Parade was the most logical and desirable place to start." (http://cycleways.wellington.govt.nz/where/southern/)



The "feasibility study" referred to in the above statement is the "Wellington Cycleway Feasibility Study - Island Bay to CBD" that was created by transport consultants, Opus International Consultants Ltd (http://wellington.govt.nz/~/media/services/parking-and-roads/cycling/files/shorland2wakefield/island-to-cbd-feasibility-study-appendices.pdf?la=en) . The WCC used this feasibility study to justify the building of the cycleway on the The Parade of Island Bay.



The appendices of this the feasibility contain printouts of the detailed calculations that support the decision to build the Island Bay Cycleway on The Parade (http://wellington.govt.nz/~/media/services/parking-and-roads/cycling/files/shorland2wakefield/island-to-cbd-feasibility-study-appendices.pdf?la=en).



I have previously requested a copy of the original spreadsheets used to calculate the benefits and costs used in this business case (https://www.fyi.org.nz/request/4184-request-for-benefit-cost-calculations-for-the-island-bay-cycleway). The WCC has stated it will provide the requested information conditional on payment of a charge required by Opus for their providing the feasibility study calculation spreadsheets to the WCC.



I am interested in why the WCC has engaged consultants to provide the justification of a major city project without provisions that ensure subsequent LGOIMA requests are not subject to further charges to ratepayers. I would therefore request the following information in relation to the WCC engagement of Opus International Consultants Ltd for this work.



1) A copy of the WCC business case or funding report that was approved to fund the Opus International Consultants Ltd for work that resulted in the 2013 "Wellington Cycleway Feasibility Study - Island Bay to CBD" including who approved the funding of this work.



2) A copy of the Terms of Reference used as the basis for the WCC engagement of work from Opus International Consultants Ltd that resulted in the 2013 "Wellington Cycleway Feasibility Study - Island Bay to CBD" including who approved the funding of this work.



3) A copy of the contract between the WCC and Opus International Consultants Ltd for work that resulted in the 2013 "Wellington Cycleway Feasibility Study - Island Bay to CBD". This would include any subsequent variations and/or amendments.



4) A copy of any WCC reports, meeting notes and/or correspondence in relation to my earlier information request that the WCC to provide copies of the original spreadsheets that are printed in the appendices of the feasibility study (https://www.fyi.org.nz/request/4184-request-for-benefit-cost-calculations-for-the-island-bay-cycleway). This would include any reports, meetings and/or correspondence between WCC and Opus International Consultants Ltd on their providing this information to the WCC.
