Thank you for your request of 22 June 2026 to the Ministry of Business, Innovation and Employment (MBIE)
requesting, under the Official Information Act 1982 (the Act), the following:
"I request the fol owing information held by Immigration New Zealand concerning immigration
instructions RV2.5.10(a)(i ) and RV2.5.10(b), particularly the requirement that “investment funds
must originally have been transferred to New Zealand through the trading bank system”.
1. Earliest OCBC QDI approval or acceptance
Please provide all information held by Immigration New Zealand concerning the earliest recorded
instance in which Immigration New Zealand approved or accepted an OCBC QDI product as
satisfying the requirements of RV2.5.10(a)(i ) and RV2.5.10(b), in or around 2021–2022.
This includes, but is not limited to, the decision record, assessment notes, case officer notes,
reasoning, internal correspondence, any technical advice, review notes, and any conditions
attached to or relevant to that approval or acceptance.
2. Interpretation of the transfer requirement
Please provide all information held by Immigration New Zealand concerning the interpretation or
application of the phrase “investment funds must originally have been transferred to New Zealand
through the trading bank system” in RV2.5.10(b)(i).
This includes, but is not limited to, internal emails, memoranda, technical advice, policy advice,
operational guidance, training materials, assessment templates, review notes, and example or
precedent decisions.
3. QDI products under RV2.5.10(a)(i ) and RV2.5.10(b)
Please provide all information held by Immigration New Zealand concerning whether OCBC QDI
products or any other QDI products satisfy, or do not satisfy, the requirements of RV2.5.10(a)(i )
and RV2.5.10(b), including the trading bank system requirement.
This includes, but is not limited to, internal correspondence or advice discussing QDI products, any
records comparing, distinguishing, or discussing approved and declined QDI cases, and any records
discussing whether prior QDI approvals should be fol owed, distinguished, or not treated as
precedent.
For items 2 and 3, please search records from 1 January 2016 to the date of this request. If this is
considered too broad, please consult me before narrowing the scope.
Please redact personal identifiers under section 9(2)(a) of the Official Information Act 1982 where
necessary."
We are extending the timeframe to make a decision on your request under section 15A of the Act, as the
request necessitates a search through a large quantity of information and further consultation is required
to make a decision on your request.
As such, a proper response cannot reasonably be made within the original time limit. MBIE will notify you
of a decision on your request no later than 18 August 2026.
