Request for information
Thank you for your Official Information Act 1982 (OIA) request received on 2 January
2026 regarding the ingredients in the roadside drug testing kits.
My response to each part of your request can be found below.
1.
Can you provide a list of ingredients in the roadside drug testing kits?
Are there any GMO ingredients?
Are there any heavy metals ingredients?
Are there forever chemicals in the ingredients?
Roadside drug testing uses two devices at the roadside. These are:
•
Drug screening test: The DrugWipe 3 S is screening test used to indicate whether
a driver has recently consumed THC (cannabis), cocaine, methamphetamine
(meth) and/or MDMA (ecstasy).
•
Saliva sample collection: The Quantisal col ection device is used to col ect saliva
for laboratory analysis. This device is only used if the drug screening test returns
a positive result.
The list of ingredients used by Securetec AG (the manufacturer) is confidential and is
proprietary information and therefore cannot be provided, as Police does not hold this
information. As such, this part of your request has been refused pursuant to section
18(g)(i) of the OIA in that the information requested is not held by Police.
However, Police can confirm the fol owing:
•
The DrugWipe 3 S and the Quantisal col ection pad have been verified as being
biologically safe and that the organic substances used are harmless.
•
The DrugWipe 3 S has been manufactured to comply with biological safety
standards to al ow Securetec AG (the manufacturer) to manufacture and sel
devices that come into contact with a person.
•
The Quantisal col ection device consists of an absorbent collection pad in a
plastic stem. The pad (or swab) is made from untreated filtration paper that is not
treated with any salts, citric acid and/or gelatine.
2.
What Are the percentage of false positives?
In regard to the accuracy of the devices, as part of the procurement process, al roadside
drug testing equipment to be used by Police was independently verified in New Zealand
or Australia. Accuracy verification confirmed the equipment met the Australian and New
Zealand Standard for oral fluid testing (AS/NZS 4760) in respect of false positives and

false negatives. Testing involved checking all positive drug screening tests in the
laboratory. A 5% false positive rate was found in cases where drugs were present but
below New Zealand’s legal threshold. These cases would not result in an infringement.
No false negatives occurred.
3.
Is this a PCR test?
No. While both the screening device and col ection kit collect saliva (oral fluid), it is for the
purposes of detecting recent drug use only. At no point does Police breakdown fluid
samples to create DNA profiles or to col ect biometric data.
4.
Have these drug kits been tested for toxcity?
Can the ingredients cause seizures in some people?
I refer to my response to part one your request which outlines that the DrugWipe 3 S has
been manufactured to comply with biological safety standards to al ow Securetec AG to
manufacture and sell devices that come into contact with a person.
