Thank you for your email of 20 May 2026 to the Ministry of Business, Innovation and Employment
(MBIE) requesting, under the Official Information Act 1982 (the Act), the following:
The first approval involving a OCBC QDII client. The decision record (reasoning/notes)and
conditions relevant to the QDII product in the first INZ approval (under RV.2.5.10) involving a
OCBC QDII client in or around 2021 or 2022. Please redact personal identifiers under s9(2)(a).
Please confirm receipt. If any material is withheld, please state the OIA grounds and provide
the rest. Let me know first if charges or narrowing are needed. I look forward to your timely
response.
Our Response
Please refer to the attached appendix for the decision record of the first approval under immigration
instruction RV 2.5.10, in or around the period specified, which was granted on 3 December 2022.
There may be an earlier approval under RV2.5.10(a)(ii), however we are unable to identify that
application without substantial collation or research as this is not held in a reportable format.
Please be advised that additional information has been withheld under the following sections of the
act:
• 6(c) as the disclosure of the information would be likely to prejudice the maintenance of the
law, including the prevention, investigation, and detection of offences, and the right to a fair
trial.
• 9(2)(a) to protect the privacy of natural persons. I do not consider that the withholding of this
information is outweighed by public interest considerations in making the information
available.
