Appointment to the Waikato River Authority
I am pleased to advise that following nomination by the Waikato Regional Council you have
been appointed as co-chair of the Waikato River Authority Board (WRA). I would like to
congratulate you on your appointment.
Your term of appointment is from 18 May 2023 to 17 May 2025.
Functions and duties
Your appointment is made pursuant to the Waikato-Tainui Raupatu Claims (Waikato River)
Settlement Act 2010; Ngati Tūwharetoa, Raukawa, and Te Arawa River Iwi Waikato River Act
2010; and Nga Wai o Maniapoto (Waipā River) Act 2012 (the Acts). Under the Acts, the WRA
was established to:
a) set the primary direction through the vision and strategy to achieve the restoration and
protection of the health and wellbeing of the Waikato River for future generations.
b) promote an integrated, holistic, and co-ordinated approach to the implementation of the
vision and strategy and the management of the Waikato River, and
c) fund rehabilitation initiatives for the Waikato River in its role as trustee for the Waikato
River Clean-Up Trust.
As a member of the WRA Board your duty is to act to achieve the WRA’s purpose as set out
above. I understand that the WRA Board meets at least four times a year and holds as many
more meetings as are necessary to enable it to carry out its functions and exercise its powers
properly.
Should you wish to resign from this position you must notify me, as the Minister for the
Environment and the WRA in writing. The Minister for the Environment may, by notice in
writing, remove a Crown appointed member of the WRA Board at any time, if the member has
neglected his or her duty as a member, has been guilty of misconduct, is bankrupt, or is unable
to carry out the functions of office.
In addition to this letter, Schedule 6 of the Waikato-Tainui Raupatu Claims (Waikato River)
Settlement Act 2010 sets out the formal conditions for your appointment. The Act can be

Remuneration
The rates of remuneration for the Authority have been set in accordance with the Fees
Framework for Members of Statutory and Other Bodies appointed by the Crown.
The members appointed to the WRA will be paid a daily fee of $479 per day.
You would also be entitled, in accordance with the Fees Framework, to be reimbursed for
actual and reasonable travelling and other expenses incurred in carrying out your office as a

Conflicts of interest
The Act makes extensive provision for conflict management. I expect you to use these existing
processes to declare any perceived or actual conflicts of interest.
Waikato River Authority Board members
I am appointing the following to the WRA Board:
• Stuart Kneebone (co-chair and reappointed Waikato Regional Council WRA Board
member) for a term of two years
• Erina Watene-Rawiri (reappointed WRA Board member) for a term of two years
• Susan O’Regan (territorial authority WRA Board member) for a term of three years
• Shadrach Rolleston (WRA Board member) for a term of three years
• Stuart Muir (WRA Board member) for a term of three years.
The River Iwi WRA Board members are:
• Tipa Mahuta (co-chair and Waikato-Tainui WRA Board member)
• Nachelle Griffiths (Raukawa WRA Board member)
• Roger Pikia (Te Arawa River Iwi WRA Board member)
• Wikitōria Tāne (Maniapoto WRA Board member)
• Danny Loughlin (Tūwharetoa WRA Board member).
