Request for information relating to reviews of the 1080 drinking water MAV since 2021  
The Water Services Authority – Taumata Arowai (the Authority) received a partial transfer of your 
request from the Environmental Protection Authority on 3 June 2026. 
The Authority has responded under the Official Information Act 1982 (OIA) to the part of your 
request outlined below: 
“A copy of any review of the 1080 drinking water MAV that has been conducted since it was set and 
whether any review is planned in light of the absence of a WHO guideline value.” 
Our response to your request is set out below. 
Response 
MAV for 1080 sodium fluoroacetate 
1. The Authority became the water services regulator for New Zealand on 15 November 2021 with
the commencement of the Water Services Act 2021.
2. Our responsibilities include developing the Drinking Water Standards (Standards) and
making the Drinking Water Quality Assurance Rules (the Rules). Together, these set minimum
requirements for most drinking water suppliers and help ensure communities receive safe
drinking water.
3. When the Authority was established in 2021, the previous drinking water standards inherited
from the Ministry of Health were brought into the new regulatory regime.
4. When drafting the Standards in 2021/22, the Authority considered evidence from a range of
sources in determining a MAV. The absence of a World Health Organization guideline value for
1080 did not, in itself, determine the Authority’s regulatory work programme.
5. The Authority’s Establishment Unit commissioned a report from the Institute of Environmental
Science and Research Limited (ESR) on the proposed MAVs, titled 2022 MAV Review ESR
Proposed Standards (Appendix 1). The MAV for 1080 was not changed at this time, and the level
determined by the previous regime was continued into the development of the 2022 Standards.
6. There have not been any further reviews of the MAV for 1080 since it was last set as part of the
Standards in 2022. The MAV for 1080 continues to be in place until the present day.
7. The Authority currently plans to review the 1080 MAV in 2027 as part of its wider review of MAVs
in the Standards.
