Official Information Act request: Panel and Authority Members
Thank you for your email of 13 May 2026 to the Ministry of Justice (the Ministry), requesting
under the Official Information Act 1982 (the Act), information relating to the Panel and
Authority members.
Your request, which has been numbered for ease of reference, and my responses are set
out below.
1. Could you please provide the names of the current members of the following
authorities or panels, along with their appointment dates and expiry dates of
appointment:
* Public Protection Order Review Panel
* Customs Appeal Authority
* Taxation Review Authority
2. If available, I would also appreciate a short biography or background summary for
each member.
3. In addition, besides any fees paid, could you please advise whether members
receive any other benefits or provisions, such as expense reimbursements, laptops, ID
cards, mobile phones, or similar resources?
In response to part 1 of your request, please refer to
Appendix 1 attached, which explains
the membership, appointment and expiry dates of the Public Protection Order Review Panel
(the Panel), the Customs Appeal Authority, and the Taxation Review Authority.
In response to part 2 of your request, please find a short biography and background
summary for each current member below:
Public Protection Order Review Panel

Hon Marion FRATER, CNZM (Chairperson)
Hon Marion Frater was appointed the deputy chairperson of the Review Panel in 2016
and then as the chairperson earlier this year. From 2003 to 2007 she served as a
Judge of the High Court and then as a panel convenor of the Parole Board until 2018.

Waimarama TAUMAUNU, ONZM, MBE
Ms Taumaunu
is known principally
for her high-profile sporting career, first as captain
of the Silver Ferns, then as their head coach from 2011 to 2015. From 2004 to 2009
she held the position of Manager, Chief Executive Employment and Development with
the State Services Commission. She holds a BA in History and a Diploma of Teaching.
Ms Taumaunu has been a member of the Parole Board since 2016 and a member of
the Review panel since 2021.

Philip HACKNEY
Mr Hackney has been a practising clinical psychologist since 1985 and has worked
widely in the justice and health sectors as well as with non-profit organisations. He
runs his own consultancy firm but between 2000 and 2014 he worked for the
Department of Corrections. Mr Hackney has been a member of both the Parole Board
and the Review panel since 2016.

Dr Jeremy SKIPWORTH
Dr Skipworth is a consultant psychiatrist who has over 20 years’ experience in the civil
and criminal arenas, writing psychiatric reports and giving expert evidence in both the
District and High Courts. He is currently working for Auckland Regional Forensic
Psychiatry Services. He has been a member of the Parole Board since 2008.

Annabel MARKHAM
Ms Markham has been in practice as a barrister since 2021. Before that she was a
Senior Crown Counsel in the Criminal Team at Crown Law Office. She is a member of
the New Zealand Bar Association Criminal Committee and a committee member of the
Wellington Women Lawyers’ Association. She was appointed to the parole Board in
2021.
Taxation Review Authority and Customs Appeal Authority

Grant PEARSON
Mr Pearson was a partner in the Nelson based firm Legal Focus, then later with
Duncan Cotterill between 2004 and 2014, and is a former Crown Counsel. He has a
broad range of legal experience but has specialised in litigation and dispute work with
a strong focus on tax litigation. He also has an extensive adjudication background
having served as Chairperson of the Social Security Appeal Authority from 2017 to
2022 and Chair of the Immigration Advisors Complaints and Disciplinary Tribunal from
2010 to 2015.
In response to part 3 of your request, I am not aware of the individual circumstances of each
member of the bodies you mentioned. However, members are usually reimbursed for
expenses when needed, most often for travel to and from hearings. They are also provided
with ID cards and the necessary technology to access cases and communicate with the
registry.
