Thank you for your email of 13 May 2026 to Hon Nicola Willis, Minister responsible for the 
Natural Hazards Commission Toka Tū Ake (NHC) regarding appointments to NHC’s Board 
of Commissioners (the Board).  
On 25 May 2026 the Minister transferred the following part of your request to NHC:   
 
Besides meeting fees, do they receive any other benefits, such as expense 
reimbursement (If so, may I request to view your expense reimbursement policy in 
relation to your board member), a laptop, ID card, phone, or similar provisions? 

Response 
As a Crown entity, NHC is required by the Crown Entities Act 2004 to have a board as our 
governing body.  Our Board of Commissioners is responsible for exercising the powers and 
performing NHC’s functions under the Natural Hazards Insurance Act 2023. The Board is 
accountable to Hon Nicola Willis, as the Minister responsible for NHC.  
In addition to our statutory obligations, NHC must meet the governance expectations set 
out in the Treasury’s Owner’s Expectations Guide. Appendix 3 of the Guide sets out 
expectations regarding Board expenses.  This is publicly available at:

NHC Board members (otherwise known as Commissioners) receive expense 
reimbursements for costs associated with attending Board meetings. These include: 
•  travel to and from meetings. 
•  meals in relation to attending meetings, in line with NHC’s Sensitive Expenditure 
Policy.  
In addition, NHC supports Commissioners to meet the Government’s expectations for 
good governance by providing professional development opportunities. These may 
include online education sessions and other activities, such as attending conferences. 
NHC covers the associated costs, including travel, accommodation, registration fees, and 
meals. 
NHC does not provide Commissioners with laptops and cell phones. Instead, NHC 
provides them with specialist software to support secure access to Board papers and to 
receive training. We provide Commissioners with access cards for NHC’s sites to enable 
them to attend Board meetings; these are not ID cards. 
We have provided you with copies of the following documents: 
•  Sensitive Expenditure Policy – exert of in scope information only. 
•  Travel and Travel Related Expenditure Policy – in full. 
You have the right to ask the Ombudsman to investigate and review this response. The
