Thank you for your email of 12 May 2026 to my Office requesting, under the Official Information
Act 1982 (the Act), the fol owing information:
In a press release you issued jointly with Mr Jones yesterday, the following statement
is made:
“Modelled scenarios indicate that it is highly unlikely we would ever get to Phase 3 or
4 of the Fuel Response Plan"
Please provide copies of all the modelled scenarios referred to, including - for each
scenario - the assumptions made in developing each scenario and the full list of
expected results from each scenario, including any second and third order results
arising..
I am sure you appreciate the considerable public interest in knowing the factual basis
for the stated conclusion that "it is highly unlikely we would ever get to Phase 3 or 4 of
the Fuel Response Plan".
The Ministry of Business, Innovation and Employment (MBIE) commissioned expert fuel
consultancy Envisory to model what MBIE considers to be plausible disruption scenarios. To
il ustrate more extreme cases where there are multiple supply or longer-term disruptions,
MBIE extended the scenarios that Envisory model ed.
Accordingly, the following documents are in scope of your request:
• Fuel Supply Disruption – Scenario Analysis, Envisory report, 14 April 2026
• BRIEFING-REQ-0030801 Scenarios for potential fuel supply disruptions and possible
policy options to address them, 15 April 2026
The listed documents are soon to become available on MBIE’s website from the end of June
