Official Information request for submissions on local government procurement 
I refer to your official information request dated 9 May 2026 for submissions provided 
to me in relation to local government procurement regarding recent local government 
reforms. My Office identified two information requests as follows: 
“A) Submissions provided to you relating to local government procurement in 
relation to recent Local Government Act reforms[; and] 
 
It would be important to know what reforms are planned in the Local 
Government Act to ensure that commercial engagement from local 
government sector follows uniform procurement practices which would also 
include the spirit of the Part 2 of Commerce Act.” 
Unfortunately, in relation to your first request, I do not hold the information you 
requested as I do not receive submissions directly relating to Government Bil s. 
I would note that all submissions to Government Bil s are publicly available on 
Parliament’s website. You may be interested in submissions on the following Bills: 
•  Local Government (System Improvements) Amendment Bil ; 
•  Local Government (Water Services Preliminary Arrangements Bil ; and  
•  Local Government (Water Services) Bil . 
I am therefore refusing your request under section 18(g) of the OIA because the 
information is not held and section 18(d) of the OIA because the information 
requested is already publicly available. 
In regards to your subsequent request to know what reforms are planned in relation 
to the Local Government Act, I am refusing your request under section 10 of the OIA 
as the disclosure of existence or non-existence of the requested information may 
prejudice interests protected by section 9(2)(b) of the OIA.
