Official Information Act request 
 
Thank you for your email of 8 May 2026 to the Department of the Prime Minister and Cabinet 
(DPMC) in which you requested information under the Of icial Information Act 1982 (the Act). On 
11 May 2026, the following parts of your request were transferred to this office under section 14(b) 
of the Act for response: 
 
 
1.  Any Cabinet paper, Cabinet committee paper, or accompanying minute that 
addresses whether the New Zealand–India Free Trade Agreement can be 
renegotiated, varied, or amended after signing.  
 
3.  Any communications between the Prime Minister's Office and the Minister of 
Trade regarding the basis for the Minister's public position that the agreement 
"cannot be renegotiated.” 
 
4.  A schedule of any Cabinet papers or Cabinet committee papers relating to the 
New Zealand–India Free Trade Agreement, identifying date and subject matter, 
even where the documents themselves are withheld. 
 
Parts one and four of your request is declined pursuant to section 18(d) of the Act as the 
information wil  be publicly available soon. I am advised the requested documents wil  be made 
available on the Ministry of Foreign Affairs and Trade’s  website here: 
www.mfat.govt.nz/en/trade/free-trade-agreements/free-trade-agreements-concluded-but-not-in-
force/new-zealand-india-free-trade-agreement/resources. 
 
Part three of your request is declined pursuant to section 18(e) of the Act – that the information 
requested does not exist or, despite reasonable efforts to locate it, cannot be found.
