Thank you for your email on 7 May 2026, asking Health New Zealand | Te Whatu Ora for
information relating to the Pūhoro Science, Technology, Engineering, Mathematics, Mātauranga
(STEMM) Academy. Your full request and subsequent refinement are set out in Appendix One.
Your request has been responded to under the provisions of the Of icial Information Act 1982 (the
OIA).
Response
For clarity I have responded to each of your requested items in turn.
A list of all funding arrangements with Pūhoro, including the name of the arrangement, start
and end date, total approved value, amount paid by financial year, and whether the funding
was contestable or non-contestable.
Te Aka Whai Ora partnered with the Pūhoro Charitable Trust (the Trust) to deliver the STEMM
Uplift and Grow Programme from 1 June 2023 to 30 June 2024.
Following the disestablishment of Te Aka Whai Ora, Hauora Māori Services -Te Whatu Ora
contracted with the Trust to continue delivery of the STEMM Programme from 1 July 2024 to
30 June 2025. A further contract is in place to continue the services from 1 July 2025 to 30 June
2027.
Al  contractual arrangements with the Trust have been non-contestable.
Set out in the table below is the information on the Trust’s contracts for the delivery of the Māori
Health Workforce STEMM Uplift and grow programme for Māori tauira service.

The Trust have received the following payments:

   $609,425.25 (GST Incl.)
•  1/7/2025 – 31/3/2026 -
$1,554,656.22 (GST Incl.).

agreements, variations, memoranda of understanding, schedules of deliverables, reporting
requirements, and performance measures.
Please refer to Appendix Two, which sets out our decision on the release of documents within
scope of your request. The documents are attached as Appendix Three and are released to you
with some information withheld under the following sections of the OIA:
•  9(2)(a) to protect the privacy of individuals; and
•  9(2)(b)(ii) where its release would be likely unreasonably to prejudice the commercial
position of the person who supplied or who is the subject of the information.
Where we have withheld information under section 9 of the OIA, we have also considered any
countervailing public interests in the release of this information. We do not believe that the public
interests outweigh the need to withhold in this instance.

This request relates to any funding, contracts, grants, sponsorships, procurement arrangements,
partnership agreements, memoranda of understanding, or other financial support provided by your
organisation to Pūhoro Charitable Trust, Pūhoro STEMM Academy, or Pūhoro.

Please provide information for the period 1 July 2023 to the date of this request.
Please provide:

- A list of all funding arrangements with Pūhoro, including the name of the arrangement, start and
end date, total approved value, amount paid by financial year, and whether the funding was
contestable or non-contestable.

- Copies of the relevant funding agreements, contracts, data-sharing agreements, grant
agreements, variations, memoranda of understanding, schedules of deliverables, reporting
requirements, and performance measures.

- Copies of reporting received from Pūhoro, including milestone reports, performance reports,
monitoring reports, evaluation reports, acquittals, invoices, and evidence of delivery.

- Any outcome data held by your organisation relating to Pūhoro, including the number of
participants who entered tertiary study, degree-level study, engineering, technology, IT/computer
science, science, health, other STEMM pathways, or STEMM employment.

- Any substantive correspondence, including emails, between your organisation and Pūhoro
relating to:
* renewal, extension, variation, or increase of funding;
* reporting, performance measures, or outcome data;
* definitions of “transition to tertiary”, “STEMM pathway”, “science qualification”, or similar outcome
measures;
* concerns or issues with delivery, reporting, payment, invoicing, or contract performance.
