Thank you for your request of 7 May 2026, under the Official Information Act 1982, for the following
information:
Please provide information for the period 1 July 2023 to the date of this request.
Please provide:
- A list of all funding arrangements with Pūhoro, including the name of the arrangement, start and
end date, total approved value, amount paid by financial year, and whether the funding was
contestable or non-contestable.
- Copies of the relevant funding agreements, contracts, data-sharing agreements, grant
agreements, variations, memoranda of understanding, schedules of deliverables, reporting
requirements, and performance measures.
- Copies of reporting received from Pūhoro, including milestone reports, performance reports,
monitoring reports, evaluation reports, acquittals, invoices, and evidence of delivery.
- Any outcome data held by your organisation relating to Pūhoro, including the number of
participants who entered tertiary study, degree-level study, engineering, technology, IT/computer
science, science, health, other STEMM pathways, or STEMM employment.
- Any substantive correspondence, including emails, between your organisation and Pūhoro relating
to:
* renewal, extension, variation, or increase of funding;
* reporting, performance measures, or outcome data;
* definitions of “transition to tertiary”, “STEMM pathway”, “science qualification”, or similar
outcome measures;
* concerns or issues with delivery, reporting, payment, invoicing, or contract performance.
If any part of this request is too broad, please contact me before refusing it so I can refine the scope.
NZQA advised you on 4 June 2026 of the need to extend the response time due to consultation with
relevant third parties.
Your request has been considered under the Of icial Information Act 1982.

Some of the information you are seeking is already publicly available via this
link to the NZQA
website to a previous OIA request about Pūhoro. We have identified specific pages for your
reference in paragraphs below.
Please note that as part of our agreement with Pūhoro the final report for 2023-2024 satisfied
NZQA’s request for delivery of milestones evidence. As such no further information regarding
outcome data relating to Pūhoro was specified or captured by NZQA.
Your request is for information from 1 July 2023 to the date of request (7 May 2026).
For this request, NZQA had one year remaining of a 3-year agreement for
the Puhoro STEMM
kaupapa with Pūhoro Charitable Trust Board which came to an end in June 2024.
This 3-year agreement was signed off in November 2021 by Naomi Manu (Manahautū) on behalf
of Pūhoro on the 23 November, and Dr Grant Klinkum on behalf of NZQA on the 22 November.
From 1 July 2023:
A memorandum (attached) was generated on 12 July 2023 which noted a meeting with Pūhoro
confirming all milestones had been delivered for the previous year and a formal report was
imminent.
A copy of this final report is available as part of a previous OIA available on the NZQA
website (pages 105-111).
An Agreement for the final year of the 3-year agreement, (July 2023 – June 2024) was drawn up in
August 2023 (following receipt of the Pūhoro 2022-2023 report on 12 July 2023).
At the end of this final year a provisional Pūhoro Report (
available on the NZQA Website previous
OIA, pages 112-120) was submitted, outlining all deliverables were on track for delivery and a full
and final report would be sent at the conclusion of their, 5 July 2024, term 2 Wānanga.
The final and updated report (attached) was placed on our files on 11 July 2024 capturing the
outcomes for the final term of this agreement.
On 11 July final payment was triggered for the agreed amount based on “Fulfilment of 2024
Milestones and Objectives as part of our NZQA Partnership agreement.”
This signalled the conclusion of this partnership between NZQA and the Pūhoro Charitable Trust
Board. Both the initiating agreement and the final report are attached.
Some of the material to support a response to this request is part of an earlier OIA request (of a
similar nature) to a different correspondent.
A previous OIA – received Saturday 21 September 2024 requesting the following:
• Al correspondence between NZQA and the Pūhoro STEMM Academy, particularly related
to: • Assessments and qualifications. • Evaluations or reviews of educational outcomes. •
Organized trips, including details about destinations, purposes, and outcomes of these
trips.
• Copies of all reports, evaluations, assessments, or reviews related to the Academy
submit ed to or produced by NZQA
• Any advice provided to the Minister of Education or to NZQA decision-makers concerning
the Pūhoro STEMM Academy, including briefings, memos, and policy recommendations
• Detailed information and documentation regarding any educational or promotional trips
involving students or staff from the Pūhoro STEMM Academy, funded or facilitated by
NZQA.

NZQA provided a 125-page response. This included information which overlaps with this request-
response.
Under section 9(2)(a) of the Official Information Act 1982 some names and images have been
withheld.
NZQA is not aware of any public interest considerations outweighing the decision to withhold
information under section 9 of the Act.
