Thank you for your Official Information Act (OIA) request dated 5 May 2026 which
relates to the recent appointment of Ms Olivia Hall as a member and Chair of the
Kaiteriteri Recreation Reserve Board (KRRB). You requested the fol owing:

May I ask how you called for public nomination and on what platform you have
call for public nominations e.g. govt.jobs website. A copy of your ad as wel and
pay rate. Also, how many applications you have received for each of the role
from the public and how many you have received from other nominating
agencies such as TPK or Ministry of women etc for your role. How many you
have shortlisted and how many you have interviewed.
Also, can I request to view the appointment letter if there is one sent to the
Olivia Hall. I am happy for you to remove any relevant personal information.
Besides meeting fees, do she receive any other benefits, such as expense
reimbursement (If so, may I request to view your expense reimbursement policy
in relation to your board member), a laptop, ID card, phone, or similar
provisions?
Appointment process
I did not undertake a public or contestable appointment process when recently
appointing Ms Hal as member and Chair of the KRRB. This decision reflects the specific
and transitional circumstances arising from the Nelson Tenths settlement, under
which ownership and administration of the Kaiteriteri Recreation Reserve and Kākā
Point Historic Reserve will transfer to Te Here‑ā‑Nuku Trust once settlement
legislation is enacted.
The appointment was made at the Trust’s request to support an orderly transition of
governance, land, assets, and operations during the interim period before the Board
is expected to be disestablished.
As no public or contestable appointment process occurred; your request for
information of the appointment process in this instance is refused under section 18(e)
of the OIA, as the information does not exist.
Letter of appointment
A formal letter of appointment was sent to Ms Hall. A copy is attached, with personal
information withheld under section 9(2)(a) of the Act to protect privacy.
Remuneration and benefits
As Chair and member of the Board, Ms Hall will receive $24,995 per year, based on 50
days’ work. She receives no additional benefits, including expense reimbursements,
laptops, mobile phones, identification cards, or similar provisions. There is no separate
expense reimbursement policy for Board members.
You are entitled to seek an investigation and review of my decision by writing to an
Ombudsman as provided by section 28(3) of the Official Information Act.
