OIA: GEMS-47962 – Boards of Trustees’ capability to understand and use
student achievement information
Thank you for your email of 2 May 2026 to the Ministry of Education (the Ministry)
requesting the following information:
I request copies of any briefings, reports, or formal advice provided to the
Minister of Education or senior Ministry officials since 1 January 2023 that
identify, assess, or discuss risks relating to Boards of Trustees’ capability to
understand and use student achievement information, particularly in the
context of recent or ongoing curriculum and assessment changes.
This includes, but is not limited to, advice relating to:
the introduction of progress descriptors; changes to curriculum frameworks;
and the implementation of the SMART assessment tool.
This request is limited to formal documents relied upon for decision-making.
If no such documents exist, please confirm whether the Ministry has
undertaken any evaluation of Board capability in relation to these changes,
and if so, describe the nature of that evaluation.
Your request has been considered under the Official Information Act 1982 (the Act).
I am refusing your request in full under section 18(e) of the Act as the document
alleged to contain the information requested does not exist. No formal advice has
been provided to the Minister of Education or senior Ministry officials that identifies,
assesses, or discusses risks relating to Boards of Trustees’ capability to understand
and use student achievement information.
The Ministry has not undertaken any evaluation of Board capability in relation to
student achievement information.
