Thank you for your request of 28 April 2026 to Fire and Emergency New Zealand requesting 
information relating to fuel storage planning under the Official Information Act 1982 (OIA). We 
copy and respond to each aspect of your request below. 
 
1.  Does FENZ have a plan for more foam stock or the reintroduction of foam tenders with the 
increase in fuel storage planned around NZ, but particularly at Marsden Point? 
 
We can advise that Fire and Emergency is not procuring any new foam tenders. We have carried 
out site visits at Marsden Point Energy Precinct and can advise any additional foam stocks will be 
supplied by Channel Infrastructure.  
 
Incident Support Vehicles can support brigades with foam stocks based on local identified risk and 
response requirements. The dispersed nature of flammable liquid fires and spills means our Class B 
Foam capability is distributed across most appliances in the fleet and matched to the locations 
where there is a higher chance it could be required. Such as, flammable liquid storage facilities and 
fuel tanker routes. 
 
2.  FENZ have previously released that the Auckland Foam tender was non-operational and 
would not be replaced. Has this plan changed at all? 
 
The Onehunga Foam Tender has been reconfigured and is operational. This appliance carries 1,280 
litres of 3% Class B Foam Concentrate and Foam making equipment, based at Onehunga Station. 
This appliance supplements the 40 litres of Class B Foam carried on most appliances across the 
Region. 
 
3.  If so, what is FENZ's plan for this with the increase in fuel fire risk, given that more fuels are 
planned to be stored in the country, with the Middle East situation currently? 
 
We are reviewing the Channel Infrastructure response plans for our operational teams. 
Additionally, the Hazardous Substance Regulations administered by WorkSafe provide guidance 
 
 



 
for the safe stowage of flammable liquids, including at bulk fuel terminals. Major Hazard Facility 
regulations also place significant compliance obligations on these facilities to ensure safe practices 
and operation of stowage facilities.
