Official Information Act request
Thank you for your email of 13 April 2026, to the Ministry of Social Development
(the Ministry), requesting the following information:
•
Please provide the letter the Ministry of Social Development received from
the Chief Executive of MUMA on or around the 12th of December 2025
regarding allegations of bullying of bullying etc.
•
Please also provide details of the conversation that occurred regarding this
topic, which should include who the CEO spoke with, what was discussed,
outcomes etc.
I have considered your request under the Official Information Act 1982 (the Act).
Please find my decision on your request below.
Debbie Power (MSD Chief Executive) and Marama Edwards (Deputy Chief
Executive Māori, Communities and Partnerships) had a conversation with Tania
Rangiheuea (Chief Executive of Manukau Urban Māori Authority (MUMA)) on 11
December 2025.
This was requested by the Chief Executive of MUMA following public commentary
about issues within the organisation.
The conversation was to assure the Ministry that the contracts that were in place
were unaffected by the situation.
As a result of that conversation, it was suggested MUMA provide a letter to the
Ministry to provide that assurance. This letter was provided by MUMA on 12
December. A response from the Ministry was sent on 19 December 2025. Both of
these letters are attached.
You will note that the contact details of some individuals are withheld under section
9(2)(a) of the Act in order to protect the privacy of natural persons. The need to
protect the privacy of these individuals outweighs any public interest in this
information.
I will be publishing this decision letter, with your personal details deleted, on the
Ministry’s website in due course.
