E nergy Efficiency and Conservation Authority (EECA) – Board Member Opportunities
The Energy Efficiency and Conservation Authority (EECA) is a Crown agent established under
the Energy Efficiency and Conservation Act 2000. EECA’s mandate is to encourage, promote,
and support energy efficiency, energy conservation, and the use of renewable energy sources in
New Zealand.
The Minister of Energy is seeking expressions of interest for five member roles from candidates
with a background and experience in the fol owing areas:
Key Areas of Expertise Sought:
1. Energy Efficiency (Demand-side Management): Deep knowledge of energy efficiency
practices and demand-side management.
2. Gas Sector: Experience with industrial energy systems, process heat, and transition
pathways for gas-using sectors.
3. Distributed Energy, Technology & Innovation: Specialist understanding of solar PV,
distributed energy resources, batteries, flexibility markets, and digital/controls
innovation.
4. Strategic Finance: Strong capability in public sector finance, complex investment
oversight, financial strategy, and value-for-money assurance.
5. Community Engagement: Proven experience in community and stakeholder
relationship management, consumer perspectives, and environmental oversight.
General skills relevant to members of a Crown entity board
• Proven governance experience, including board or senior leadership roles.
• Strategic agility and the ability to provide direction in a rapidly evolving sector.
• Demonstrated leadership and sound judgment in complex, multi-stakeholder
environments.
• Strong stakeholder engagement and relationship management skills, including the
ability to work constructively with industry, government, and community groups.
• Financial acumen, with experience in overseeing complex investments, public sector
finance, or value-for-money assurance.
• Effective communication and influencing skills, with the ability to represent EECA’s
interests to diverse audiences.
• Experience in risk management and the ability to identify and respond to emerging
challenges.
• Collaborative approach and the ability to work as part of a high-performing,
multidisciplinary board.

The Energy Efficiency and Conservation Authority (EECA) is a Crown agent established under
the Energy Efficiency and Conservation Act 2000. EECA’s mandate is to encourage, promote,
and support energy efficiency, energy conservation, and the use of renewable energy sources in
New Zealand.
The Minister of Energy is seeking an outstanding governance leader to serve as Chair of the
EECA Board. The Chair wil provide strategic leadership and effective governance, ensuring the
Board delivers on its mandate and supports EECA’s continued delivery.
Key Responsibilities:
• Provide leadership to the Board, fostering a culture of integrity, col aboration, and high
performance.
• Guide the Board in setting EECA’s strategic direction and overseeing its implementation.
• Ensure effective governance and compliance with statutory and public sector
requirements.
• Represent EECA at the highest levels, engaging with Ministers, government agencies,
industry leaders, and stakeholders.
• Facilitate constructive Board discussions and decision-making, ensuring al voices are
heard and consensus is achieved.
• Support the ongoing development of the Board
• Appoint the Chief Executive and review their performance.
Key Skills and Experience Sought:
• Extensive governance and leadership experience at board level, including a proven track
record as a chairperson.
• Exceptional relationship management and stakeholder engagement skills, with the
ability to build strategic partnerships across industry, government, and community
sectors.
• Demonstrated experience working with ministers, senior public sector officials, and
navigating complex political environments.
• Strategic vision and the ability to provide clear direction in a dynamic and evolving
sector.
• Strong communication and influencing skills, with the ability to represent the Board and
EECA at the highest levels.
• Commitment to collaboration, consensus-building, and fostering a high-performing
board culture.
• Wil ingness to dedicate the time and energy required for an active leadership role.
