Electricity (Safety) Regulations 2010 (the ESR)

AS/NZS 3000:2018 Electrical instal ations (known as the Australian/New Zealand Wiring Rules).

We propose several modifications to this standard, which are noted in the table below along with the
reasons for the change.
In addition, we wil continue our work with Standards New Zealand to insert these changes into the
substantive standard through the normal standards amendment process.

Reason for change
Delete clauses 2.3.2.1.2(b) and 2.3.2.1.2(c)
These two clauses prevent the switching and/or
isolation of the neutral and earthing conductors.
However, there needs to be an ability to switch the
neutral and earth for EV charging, Terra Terra (TT),
and Isolated Terra (IT) circuits, as well as when an
installation is operated independent of the grid.
