Thank you for your Official Information Act 1982 (OIA) request of 23 March 2026. You
requested:
If someone successful y claims a medical defence for medicinal cannabis after
failing a roadside drug test, what impact wil it have on people applying for Duty
Manager certificates or when it comes to renewing them? Wil the police oppose
their application or renewal?
Your request asks Police to form an opinion which it is not obliged to do so under the
Official Information Act 1982. In deciding whether to endorse or oppose an application for
a Duty Manager Certificate, Police considers the context of any infringement notices (if
any), alongside the applicant's overall history and previous encounters with Police when
assessing their suitability to hold a certificate. Therefore, Police are unable to directly
comment on the impact that a medical defence for medicinal cannabis may have on the
application or renewal of a Duty Manager Certificate, as there are a number of factors
that may influence decisions.
