Thank you for your emails
of 20 March 2026 to the Greater Wel ington Regional Council (GWRC),
requesting information under the Official Information Act 1982 (the Act) relating to SuperGold Card
registration requirements being aligned with the National Ticketing Solution (NTS), of which the below
was transferred to NZ Transport Agency Waka Kotahi (NZTA) on 26 March 2026:
“B) The minutes or such document which documented both the decisionmaker/s and the
decision itself to delay for at least a year
C) Impact assessment of the decision adopted”
While this part of your request was transferred to NZTA on the basis that it related to the NTS, NZTA
has interpreted your request to be for documentation relating to a decision to delay the implementation
of Snapper registration requirements until the NTS is implemented in Wellington. This is a matter for
the GWRC and was transferred to NZTA in error, and we apologise for this.
Rather than transfer this request back to the GWRC, NZTA is providing you with a reply to outline the
context for this topic, and to allow you to then seek further information from GWRC, should you wish
to.
On this basis, NZTA can confirm that it holds no documentation relating to this matter as it would be a
decision for the GWRC. The NTS programme did not make any decisions relating to this matter.
Therefore, I am refusing your request under section 18(e) of the Act, as the document alleged to
contain the information requested does not exist or, despite reasonable efforts to locate it, cannot be
found.
To provide you with some context, GWRC does not currently have the requirement for SuperGold card
registration, but this wil be a requirement for the NTS, which wil be known as Motu Move, when it is
rolled out in Wel ington by mid-2027.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to refuse
this request. The contact details for the Ombudsman can be located at

In line with NZTA policy, this response wil soon be published on our website, with personal
information removed.
