Thank you for your email of 13 March 2026 to the Ministry of Education (the Ministry)
requesting the following information
relating to school transport and rural school
closures over the past 20 years:
1. School bus routes discontinued
A list of school bus routes that have been discontinued or withdrawn between
1 January 2005 and the present, including where available:
•
The name or identifier of the route
•
The school or schools the route serviced
•
The date the route was discontinued
•
The reason for discontinuation, if recorded
2. Rural school closures
A list of state and state-integrated rural schools that have closed between 1
January 2005 and the present, including:
•
The school name
•
The location
•
The date of closure
If the Ministry uses a particular classification for “rural schools”, please apply
that definition. If not, please provide the full list of school closures and any
available location or urban/rural classification.
3. Existing analysis or advice
Any reports, briefings, or analysis produced by the Ministry in the past 20
years that examine or reference a relationship between:

Your request has been considered under the Official Information Act 1982 (the Act).
In response to
part one of your request, School bus route information from 1 January
2005 to 13 March 2026 is not held in aggregate due to changes in how the
information was stored prior to 2015. I am therefore refusing
part one of your request
in relation to data prior to 2015 under section 18(g) of the Act as the information is
not held in aggregate by the Ministry and I have no grounds for believing that it is
held by another agency subject to the Act. Please find a list of school bus routes
discontinued or withdrawn between 1 January 2015 and 13 March 2026 in
Appendix
A below.
The rationale for discontinuing individual routes is not recorded in aggregate within
Ministry systems. I am therefore refusing this aspect of
part one of your request
under section 18(g), as above. However, in general, routes are most often
discontinued for the following reasons:
• Viability – routes may be terminated if there are fewer than eight eligible
students
• Efficiency – routes may be merged with other routes, as capacity and
coverage can be provided using less resources.
• School network changes – routes may no longer be required due to changes
in the school network (for example, schools closing)
• Public transport network changes – changes to public transport routes or
timetables mean students have alternative options, removing the need for a
Ministry-funded service.
In response to
part two of your request, please find a list of state and state-
integrated rural schools closed between 1 January 2005 and 13 March 2026 in
Appendix B below.
In response to
part three of your request, having undertaken a thorough search of
the Ministry’s records, no reports, briefings or analysis regarding the relationship
between school transport availability or bus route changes, and school roll decline or
school closures
produced by the Ministry in the specified time period have been
identified. I am therefore refusing
part three of your request under section 18(e) of
the Act, as the document alleged to contain the information requested does not exist.

o Pre-2015 – data is not available in a form or format that is easily
accessible. This data has not been supplied.
o 2015-2021 – data has been sourced from a legacy system. We are
aware that it is likely incomplete due to the processing and recording
methodology used at the time. This also includes a transitional period in
2020/2021 when the Ministry prepared for a new daily and technology
school bus tender and contract. During this time all route records were
closed in the legacy system and recreated in a new system. This
means a number of routes that were discontinued are not listed in these
records.
o 2022-present – data is from the current system.
• Routes listed indicate a route was end dated in the system. However, routes
may have been subsequently reinstated, either partially or in full. Additionally,
the area may continue to be covered by remaining routes in the wider network.
• Schools serviced by the route typically includes all schools that had been
serviced by the route over its duration. Some schools listed may not have
been served at the time the route was discontinued.
