"2. Inter-agency discussions Please provide any documents, correspondence, or meeting records involving … the Health and Disability Commissioner, … that discuss:
- system-level monitoring of informed consent practices; - governance or oversight of consent in national health programmes (including immunisation programmes); or - gaps in accountability for informed consent compliance."
We have considered your request under the Official Information Act 1982 and the
Privacy Act 2020.
Refusal of request
Almost all submissions, and many meetings/correspondence from HDC, would
reference informed consent to some extent. Collating the information would involve
going through hundreds, if not thousands, of documents. Therefore, we refuse your
request pursuant to section 18(f) of the Official Information Act as the information
requested cannot be made available without substantial collation or research. We do
not consider that charging you for this or extending the time limit under sections 15
and 15A of the Official Information Act would enable the request to be granted.
If you would like to refine your request, we would be happy to receive a new request.
You may seek a review of this decision from the Office of the Ombudsman.
