Official Information Act request relating to COVID-19 policy decisions 
 
Thank you for your request made under the Official Information Act (the Act), received on 12 
March 2026. You requested: 
 
“I request copies of epidemiological modelling, scenario analyses, or projections that 
were provided to Ministers or Cabinet to support decisions relating to: 
 
• COVID-19 lockdown measures 
• vaccine mandates 
• vaccination strategies. 
 
The timeframe for this request is 1 March 2020 to 31 December 2022. 
 
If modelling was commissioned from external organisations or academic institutions, 
please include those reports.” 
 
I believe parts of your request for information provided to Ministers or Cabinet as it relates to 
COVID-19 are more closely connected to the functions of the Ministry of Health. Accordingly, 
I  have  decided  to  transfer  this  part  of  your  request  to  the  Ministry  of  Health  under  section 
14(b)(i ) of the Act. The Department of the Prime Minister and Cabinet wil  respond with any 
information we may have provided to our Minister(s) or Cabinet. 
 
The Ministry of Health has the usual timeframes under the Act from receipt of this transfer to 
make a decision on your request.
