Official Information Act request relating to COVID-19 vaccination policies
Thank you for your request made under the Official Information Act 1982 (the Act), received
by the Department of the Prime Minister and Cabinet (DPMC) on 11 March 2026. You
requested:
“I request the following information relating to COVID-19 vaccination policies between 1
January 2021 and 31 December 2022: Al Cabinet papers and Cabinet committee
papers relating to:
• COVID-19 vaccination policy
• vaccination policy for individuals aged 12–17
• COVID-19 vaccine mandates.
A list of all Cabinet minutes and Cabinet committee minutes recording decisions on the
above matters. For each document please provide:
• the document title
• the date it was considered by Cabinet or a Cabinet committee
• the originating agency.
Please also provide copies of the Cabinet minutes themselves.”
I believe the information you have requested is more closely connected to the functions of the
Ministry of Health. Accordingly, I have decided to transfer your request to the Ministry of Health
under section 14(b)(i ) of the Act.
This is because DPMC holds all Cabinet and Cabinet Committee papers and Minutes as
Cabinet Office is a business unit within DPMC. However, DPMC transfers requests for Cabinet
papers to the relevant portfolio Minister, or for previous governments to the relevant
government agency, as they are in the best position to assess them for release under the Act.
This is also set out in para 8.5 of the Cabinet Manual, which can be found on DPMC's website

The Ministry of Health has the usual timeframes under the Act from receipt of this transfer to
make a decision on your request.
