Official Information Act request: Funding information and correspondence with Zero 
Invasive Predators 
 
Thank you for your request made under the Official Information Act 1982 (the Act), received 
by this office on 6 March 2026. You requested: 
 
“I am requesting information on the formal and informal correspondence between the 
Prime Minister, the Department of the Prime Minister and Cabinet (e.g., staff, aids) and 
Al Bramley of Zero Invasive Predators (ZIP) within the time frame of January 2023 - 
present. Specifically, I am requesting to receive information and correspondence on the 
following topics: 
 
1. The nature of funding and project requests coming from ZIP to the Prime Minister 
and the Department of the Prime Minister and Cabinet (e.g., formal and informal 
correspondence showing funding communication processes, asks for funding, 
confirmation of funding). 
2. The total amount of funding ZIP has received from the Prime Minister or Department 
of the Prime Minister and Cabinet in the specified time frame, including funding that 
would extend beyond present day (e.g., ending in 2029). 
3. The total number of contracts held by the Prime Minister or Department of the Prime 
Minister and Cabinet in the specified time frame. 
4. Text on the deliverables that correspond to the funding ZIP has received from the 
Prime Minister or Department of the Prime Minister and Cabinet (What is the money 
being used for). 
5. Information on total contract lengths and/or funding lengths for the specified time 
frame. 
6. Information the areas of New Zealand that ZIP is using the funding to work within. 
7. Email correspondence and any other correspondence that was involved in the 
process of deciding and awarding said funding to ZIP including, but not limited to, 
correspondence from the Prime Minister or Department of the Prime Minister and 
Cabinet.” 
 
This office can only respond to your request in relation to information that is held by the Prime 
Minister or his office. We only hold official information from 27 November 2023, the date the 
current Prime Minister came to office. 
 
As you have asked for any relevant information held by the Department of the Prime Minister 
and  Cabinet  (DPMC),  I  am  partially  transferring  your  request  to  DPMC  for  any  relevant 
information DPMC may hold. This partial transfer is made under section 14(b)(i ) of the Act.

The  Department  of  Internal  Affairs  (DIA)  holds  email  correspondence  with  former  Prime 
Ministers.  Accordingly,  I  am  partially  transferring  your  request  for  any  relevant  email 
correspondence held by the former Prime Ministers, Rt Hon Chris Hipkins and Rt Hon Dame 
Jacinda  Ardern,  for  the  period  1  January  2023  to  26 November  2023  to  DIA  under  section 
14(b)(i ) of the Act as I believe it is more closely connected to the functions of DIA. 
 
As it is already outside of the ten working day time limit for transferring a request, I have 
extended the time-limit available by 10 working days to make these partial transfers under 
section 15(A) of the Act. This extension is required because of the consultation needed to 
make a decision on your request. 
 
DIA and DPMC have the usual time limits under the Act from receipt of this transfer to make 
a decision on your request. 
 
I wil  respond to you again shortly in relation to any information identified as relevant to your 
request that is held by this office.
