members were recruited, for the period 8 February 2026 to 9 March 2026
Thank you for your email of 4 March 2026 to the Ministry of Education (the Ministry)
requesting the following information:
Copies of emails sent or received by Ministry of Education staff to or from
members of the Phase 5 curriculum contributors group for the arts and
technology subjects, for the period 8 February 2026 to 9 March 2026
(inclusive).
You clarified your request on 9 April 2026 to include:
Emails related to the Arts and Health and PE curriculum. I am particularly
interested in detail around timings, scope of the work and how members were
recruited to teams etc.
Your request has been considered under the Official Information Act 1982 (the Act).
We have considered the clarification you provided in response to our request for
refinement. While your reply has assisted in understanding the matters of interest to
you, it introduces the learning area of Health and Physical Education in place of
Technology and does not reduce the amount of time that will be required to identify
the items in scope. As a result, responding to the request in full would still require
substantial collation and research.
I am therefore refusing your request under section 18(f) of the Act, as the request
necessitates a search through a large quantity of information, and meeting the
original time limit would unreasonably interfere with the operations of the Ministry.
Notwithstanding this decision, we are releasing six emails to you in part, in relation to
the Arts learning area, that best meet your stated area of interest. This information is
provided on a discretionary basis.

privacy of natural persons. One timesheet template attached to an email, links to
Microsoft Teams meetings and passwords attached to three emails, and the name of
a staff member involved only in the administrative processing of this request, have

releasing the information withheld. I do not consider that the public interest
considerations favouring the release of this information are sufficient to outweigh the
