Thank you for your email of 2 March 2026 to the Ministry of Business, Innovation and Employment (MBIE) requesting,
under the Official Information Act 1982 (the Act), the following information:
Following the tragedy at Loafers Lodge in Wellington on 16 May 2023, the then Minister for Building and
Construction asked the Ministry of Business, Innovation and Employment (MBIE) to investigate whether there
were similar buildings to Loafers Lodge vulnerable to fire, elsewhere in New Zealand... The report went on to
disclose that 134 issues were found from the limited sample of 40 boarding houses where 3 refused inspection
Please provide the:
A) List of boarding houses inspected
B) Number of each issues correlated to each boarding house inspected
C) List of the three boarding houses that refused inspection
Please find attached a list of the properties inspected. The three properties which refused inspection are:

Rosemere Backpackers and Budget Lodge – Wellington
•
The Carillion – Wellington
•
Eden Park Lodge at 169 Dominion Road Mount Eden – Auckland
MBIE does not have a list of the identified 134 issues by property, however, the information is recorded in inspection
reports prepared for each property. After inspection, it was established that some of the properties visited did not fall
within the operation’s building selection criteria, e.g. had sprinklers or did not meet the definition of ‘boarding house’
under the Residential Tenancies Act 1986.
The inspection reports for the properties that fell out of scope and are still operating have been withheld in full under
section 9(2)(b)(ii), to protect information where the making available of the information would be likely unreasonably to
prejudice the commercial position of the person who supplied or who is the subject of the information. I do not consider
that the withholding of this information is outweighed by public interest considerations in making the information
available.
Please note the information within the property reports is reflective only of the circumstances at the time of inspection.
All issues identified have been addressed, so the reports are not representative of the property’s current condition or
compliance.
