I write in response to your request dated 28 February 2026, for information under the Of icial
Information Act 1982 (the Act):
Under the Official Information Act 1982, I request a copy of the report prepared by John
Bell of Rojo Consulting Limited, referenced in your 23 April 2025 OIA response titled
“Spending on External Consultants.”
Specifically, I request:
1. The full and final report (including all appendices, attachments, executive
summaries, and recommendations) prepared by John Bell / Rojo Consulting Limited
relating to the review of Kāinga Ora’s technology environment.
2. Any associated presentation decks, briefing papers, or summary documents
provided to the Board, Executive Leadership Team, or senior management arising from this
report.
3. Any formal response, action plan, or implementation roadmap developed by
Kāinga Ora as a result of the report’s findings.
On 26 March 2026, the due date for your request was extended to 30 April 2026.
In response to part one of your request, the report findings highlighted opportunities to further
strengthen our systems. Progressing this work will involve engaging independent specialist
providers through procurement, which is currently underway. As such, the report is being withheld
under section 9(2)(j) of the Act, to enable Kāinga Ora to “carry on, without prejudice or
disadvantage, negotiations”. Kāinga Ora may consider release of the report once the relevant
procurement processes are complete (if appropriate).
In response to part two of your request, I have attached the Board paper associated with the
report. This is being released to you in full. However, At achment 1 (a copy of the report), referred
to in paragraph one of this Board paper, is being withheld under section 9(2)(j) of the Act. Names
have also been removed under section 9(2)(a) of the Act, in order to protect the privacy of natural
persons.
Pursuant to section 9(1) of the Act, I do not consider the withholding of the information from this
response is outweighed by public interest considerations in making that information available.
