After talking to her, I looked back through my documentation. They had provided the
possible variables and datasets to include. Which we could have pulled together into a
proposed data collection for integration. However, it appears that, at the time, I was

looking for reviews or confirmation from potential users before progressing. NZTA had
the contact details for the potential users at MoT, etc., and I had suggested that we talk
to them. 
But, then, I think both agencies got distracted by higher priority work. 
So, tbh, it was both agencies re-prioritising and not progressing the data collection.

Our current process is slightly different and wouldn't have likely resulted in the same
pause. 
I don't know if that information is material now. But I thought I would clear that up while
it's top of mind.

Attached is what NZTA came back with. Looks like they’ve come to the conclusion that the CAS
data they have in mind was just the initial discussions we already advised the requestor about –
so the comment looks to be resolved.

They’ve suggested replacing one of our paragraphs with what I’ve highlighted. Looks ok to me in
that it is very clear it is over to NZTA to make the call in approaching us in getting CAS data into
the IDI. Can you please let me know your thoughts?

I think most of the responses will be that the documents don’t exist – however we should be
careful to state/re-iterate that this is due to NZTA not prioritising the data being added to the
IDI, rather than our decision (and it reflecting badly on us not having done the work, or not
recording that we paused the work etc.
 
More broadly – I’m not sure if the requestor is looking for the data to be added to the IDI (and
therefore trying to understand why it hasn’t been progressed) or something else. If it’s the
former, we could encourage them to contact NZTA to recommend the data to be added. This
is more in the ‘trying to be helpful’ side of the OIA but it depends what context they are

At this point, it is almost solely because NZTA couldn't and haven't prioritised the effort
required to progress the collection and integration. We have only received a direct request
about the integration of this data by NZTA. Therefore, there isn't any reason why we would

I’m guessing the Latest Data Quality Assessment may exist, but the others may not? If they don’t
exist we’ll need to provide context as to why not.

As you stated that no single document sets out the "reasons" for the pause in work on the Crash
Analysis System (CAS) data integration I am requesting the following:
 
The Latest Data Quality Assessment: The final version of any technical report, "Fit-for-Purpose"
analysis, or Data Quality Assessment (DQA) produced by Stats NZ regarding the CAS dataset prior
to the mid-2024 pause.
 
The Prioritisation Decision Paper: The specific internal briefing, memo, or ranking document

provided to the Executive Leadership Team (ELT) in 2024 that identified the "competing priority
work" and recommended the suspension of the CAS data integration workstream.
 
The Official Project Pause/Exit Note: The formal Project Closure Report, "Pause" memorandum, or
the final Project Status Report (PSR) that officially recorded the decision to halt the integration


work in mid-2024.
 
I am requesting the latest existing versions of these specific artifacts to avoid the need for
substantial collation. If these documents do not exist, please confirm if the project was initiated
and paused without formal technical evaluation or project management documentation.
