Official Information Act (OIA) request: Correspondence regarding previous request and
Crash Analysis System Data
On 26 February 2026, you requested information under the Official Information Act 1982
(the Act) regarding the Crash Analysis System and records relating to the processing of your
previous request.
For ease of reference, I am responding to each of your requests in turn.
Please provide me with all internal emails and communications that pertain to my
name Lewis T and any discussion that mentions my Titled NZTA follow up found here:

Please find attached all internal emails and communications that pertain to your name
‘Lewis T’ and the discussion relevant to your previous request under the Act. Please note:
• contact details have been withheld under section 9(2)(a) of the Act to protect the
privacy of natural persons. The need to protect the privacy of these individuals
outweighs the public interest in this information.
• some information not concerning the scope of your request has been removed as out
of scope.
Please provide the latest email in which it was communciated to nzta that the project
would be paused
Please also provide the latest meeting minutes before the project was cancelled
As previously advised, Stats NZ and the New Zealand Transport Agency Waka Kotahi (NZTA)
had initial discussions about integrating Crash Analysis System data into the IDI. A formal
“project” never commenced, therefore correspondence that a project had been paused
does not exist. Furthermore, as a project had never commenced, this did not necessitate
meeting minutes speaking to a cancellation.
As such, your request for this information is refused under section 18(e) of the Act as this
information does not exist or, despite reasonable efforts to locate it, cannot be found.

However, Stats NZ has a note dated 14 February 2025 that refers to the most recent
conversation between Stats NZ and NZTA regarding ingestion of Crash Analysis System data
into the IDI. The excerpt is provided below:
”14 February 2025: NZTA have informed us that they aren't currently looking to drive
this forward actively. I have parked it for future reference.”
It is worth noting that Stats NZ’s data brokers are individually managing upwards of 50
requests at any one time with a portion of those actively being worked on, and all others in a
holding queue. A discussion with another Government agency does not initiate a project but
rather adds another dataset to a holding queue. These datasets are continuously assessed
based on researcher demand and the opportunity cost and are prioritised accordingly.
