Official Information Act request relating to online channels subject to the CVE
redirection method
Thank you for your request made under the Official Information Act (the Act), received on 25
February 2026. You requested:
“
Please provide:
(1) a full and complete list of websites, and individual channels and or persons on
YouTube and other internet platforms, that are subject to the "redirection method"
employed by Moonshot CVE, a private intelligence contractor apparently contracted to
the New Zealand Government that works with a range of platforms and multiple
intelligence and enforcement agencies around the world;
(2) an explanation that describes how channels on YouTube and other media are
chosen, where, and by whom;
(3) any and all correspondence with Moonshot CVE and whoever local y runs
"YourTurn ToTalk" and government departs, agencies, or bodies, especially ministerial
correspondence;
(4) statistics on how many referrals have been made since the NZ-based website was
set up;
(5) a full and complete description of what information is being collected on users who
visit YouTube and the offending channels, or channels on other platforms, including
technical details;
(6) a full and complete description of what information is being collected on users who
visit the "YourTurnToTalk" website, including technical details;
(7) confirmation as to when the website "YourTurnToTalk" was set up, went live, and
who in Government authorised it (which departments, which Minister);
(8) confirmation or otherwise as to whether visiting those channels wil cause a user to
come to the attention of the Police, intelligence agencies, or other law enforcement
agencies or government bodies;
(9) how much this "CVE" program costs and who funds it (full list, local and
international);

(10) whether any personal interventions have been made as a result of a user of
YouTube or another platform visiting one of the offending channels.”
I believe parts of your request are more closely connected to the functions of the Department
of Internal Affairs. Accordingly, I have decided to partially transfer parts three and nine of your
request to the Department of Internal Affairs under section 14(b)(i ) of the Act. The other parts
of the request wil remain with the Department of the Prime Minister and Cabinet.
The Department of Internal Affairs has the usual timeframes under the Act from receipt of this
transfer to make a decision on your request.
