Thank you for your request, which was transferred to the Ministry of Business, Innovation and
Employment (MBIE) from the Department of the Prime Minister and Cabinet under the Official
Information Act 1982 (the Act) on 2 March 2026 seeking the following information:
Any Cabinet minute, Cabinet paper, Cabinet Office circular, Ministerial direction, or machinery-of-
government decision that assigns responsibility for oversight of radiofrequency (RF) exposure from
Advanced Metering Infrastructure (smart meters).
Any documentation identifying a lead agency responsible for:
•
Oversight of RF exposure standards as they relate to smart meters;
•
Cross-agency coordination regarding smart meter RF concerns;
•
Periodic reassessment of NZS 2772.1:1999 in light of AMI deployment.
If no such allocation instrument or executive assignment exists, please confirm that no explicit
allocation document is held.
I am seeking confirmation of formal allocation of responsibility, not scientific assessment material.
In so far as your request relates to health matters, it sits with the Ministry of Health (MoH) to respond.
However, I note the same/a similar request has also been transferred to MoH for response, and as such, a
transfer is unnecessary at this time.
As also noted in response to a previous request, the MoH l
eads the Interagency Committee on the Health
Effects of Non-ionising Fields, which is also more closely related MoH’s functions.
MBIE’s role in terms of radio spectrum management relates to radio equipment standards, which does not
appear to relate to your request.
In terms of responsibility for the regulation of smart meters more generally, as previously advised by
MBIE, this sits with the Electricity Authority.
