o Focus was to deliver legislative outcomes - not just to map timing for MAG reports. The
objective is that MAG reports kick off law reform work across government. This includes both
a policy stage, where proposals are considered by Ministers/Cabinet, and a following
legislative stage, where a bill is drafted and introduced in Parliament.
o Getting a work programme agreed has required negotiating with Ministers and government
agencies. MAG projects take resourcing away from other government priorities. MAG stands
the best chance to get the proposals made into law by leveraging work already underway in
government.

o Ministers key feedback on MAG work programme:
▪ Go faster on low-level theft response. We are looking at options for an infringement
ACT
regime here, which mirror previous proposals from Retail NZ; and
▪ Next cab off the rank is the Trespass Act reform. This will take longer for government to
progress, as it is a totally new piece of work for them.
•
The policy work programme is only one avenue through which the MAG can work. Other avenues
include public advocacy and providing comment on initiatives already across government (e.g.
upcoming changes to youth justice system). There might also be scope for new projects to come.

- Highlighted the critical role of New Zealand's security industry, which generates $3 billion annually and

employs over 35,000 personnel.
- Role and importance of the security industry in combating retail crime, and necessary legislative
reforms to empower security professionals
- Key issues highlighted included the significant impact of the security industry and security officers on
retail crime and misconceptions about security officers' powers.
UNDER
- A proposed review of the Crimes Act 1961 to clarify security officers' roles and powers was discussed,
including a push for an Advanced (AD) endorsement for security officers who complete special training.
- Emphasis was placed on building confidence the importance of collaboration between retailers,
security personnel, and police in managing detained offenders.

• s9(2)(a) presented the anti-social behaviours issue paper.
• The board agreed to take the paper out to stakeholder consultation.
General business:
• Carolyn noted need to ensure alignment with Board members schedules so that as many
could attend as possible.
• Jason agreed to circulate options for possible dates for the next Board meeting. Delaying
the meeting by a few weeks could mean the board could most quickly progress both the1982
anti-social behaviours and the self-defensive aids paper at the next meeting.
