Thank you for your request of 16 February 2026 to Fire and Emergency New Zealand requesting
information relating to Industry Brigades. Your request has been considered under the Official
Information Act 1982 (OIA), and our response is provided below.
1. As Industry brigades are covered under the Fire and Emergency Act, do Fire and Emergency
train or oversee training levels for these brigades, and do they require registering with
FENZ?
Under the former Fire Service Act 1975, industrial fire brigades could be registered by the New
Zealand Fire Service Commission under section 36 of that Act. Under the Fire and Emergency New
Zealand Act 2017, there is no equivalent statutory registration regime requiring industry brigades
to register with Fire and Emergency, instead it is now at the discretion of Fire and Emergency and
the industry brigade as to whether they wish to enter into an agreement. Industry brigades are
established and maintained by their respective organisations and are responsible for their own
training and internal capability management. Where Fire and Emergency has entered into an
agreement with an industrial brigade, that agreement may include provisions relating to
operational coordination, interoperability, or joint training and readiness expectations.
2. Does FENZ have agreements with these brigades, and could FENZ release a document of
which brigades are recognised by itself and service agreements with these independent
brigades?
Fire and Emergency holds a number of agreements with industry brigades. Many of these
agreements were entered into under the former Fire Service Act 1975 and remain in effect unless
terminated or replaced. Please find attached, as
Appendix One to this response, a table showing
known active agreements Fire and Emergency has with industrial/airport brigades. Please find
attached, as
Appendix Two to this response, copies of each of these agreements.
Some information has been withheld from Appendix Two under section 9(2)(a) of the OIA, to
protect the privacy of natural persons. In making this decision, we have considered the public
interest considerations in section 9(1) of the OIA.
Further to the agreements listed in Appendix One, Fire and Emergency has a working relationship
with the airport brigade at Wellington Airport. There is no formal agreement signed at present but
we are currently working towards entering into such an agreement.
3. Do industry brigades all have access to FENZ systems such as portals, dispatching/Firecom
and any equipment when required to assist in interoperability?
Industry brigades do not have general or unrestricted access to Fire and Emergency systems.
Where provided for in an agreement or operational arrangement, access to specified
communications or reporting systems may be enabled for defined operational purposes and is
administered by Fire and Emergency system security and operational protocols.
